JOB QUALIFICATIONS:
Minimum of bachelor’s degree from an accredited (4) year college or university.
Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Applicants must have had progressively responsible experience of the kind, quality and quantity described in the following paragraphs, or any equivalent combination of training and experience.
Specialized Experience: Four (4) years of progressively responsible professional experience in financial management, budget preparation, budgetary control, and related business management functions. In addition, one (1) of the required four (4) years must have included supervisory responsibilities which involved planning and directing the work of subordinates, assigning and reviewing their work, and training and developing new employees.
ESSENTIAL JOB FUNCTIONS:
Plans, directs, and coordinates accounting, development, construction, and other
business activities.
Formulates and prepares operating and/or CIP budgets; attends departmental budget conferences and participates in the presentation of the Department of Hawaiian Home Lands Land Development Division’s budget.
Serves as a resource during legislative budget hearings.
Establishes procedures for business administration of various operating units within the Department of Hawaiian Home Lands Land Development Division.
Serves in a liaison capacity with staff members of central finance and administrative offices of the agency.
Controls allocation of appropriated funds to various operating units.
Directs the preparation of fiscal statements and analyzes and interprets such statements to the Division Administrator and others.
Studies requests for changes in authorized allotment of funds of an operating unit to determine the necessity of such an adjustment.
Consults with and advises the Division Administrator on fiscal and general business procedures and policies.
Assists in long-range and special problem planning related to development and construction projects.
Analyzes work methods and procedures for work simplification and standardization.
Provides staff assistance to the Division Administrator in executing a public relations program to inform the public of the Department of Hawaiian Home Lands Land Development Division’s development and construction activities.
Will assist the Division Administrator in conferences with officials of the State and other government jurisdictions on management and financial matters.

SALARY RANGE: $72,000 – 82,000 per year depending on experience
