Regular, Full-Time, Limited-Term (not to exceed twelve (12) months in duration), RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Cooperative Institute for Marine and Atmospheric Research (CIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $3,800 - $4,500/Mon.
DUTIES: Works as a member of the CIMAR Administrative Office ensuring efficient delivery of administrative services for the Institute’s projects and personnel at PIFSC in the National Oceanic and Atmospheric Administration (NOAA) Inouye Regional Center (IRC) at Ford Island. Provides support in the areas of travel, procurement, payments, and other administrative functions. Prepares and reviews travel request and completion documents. Ensures requested claims and reimbursements are in compliance with established policies, procedures, and regulations and adequately substantiated. Advises on-site project personnel on policies and procedures related to travel. Prepares and reviews procurement and payment documents for the Institute in accordance with established policies, procedures, and regulations. Advises on-site project personnel on policies and procedures related to procurement/payments. Provides support to project management and personnel on a variety of administrative tasks, assignments, and projects related to CIMAR projects at IRC. Attends campus meetings and may be required to conduct weekly mailrun. Serves as backup to other members of the CIMAR Administrative staff, providing additional support to other service areas as needed.
PRIMARY QUALIFICATIONS:
EDUCATION Bachelor’s Degree from an accredited four (4) year college or university.
EXPERIENCE Up to one (0-1) year of experience working in an administrative office.
KNOWLEDGE Knowledge of accounting concepts and principles. Some knowledge of practices and techniques of modern business management.
ABILITIES &SKILLS Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a US Citizen or Permanent Resident Alien. Ability to review, analyze, interpret, and apply sound logic and judgment in application of a variety of financial/administrative rules and regulations. Ability to understand and follow complex oral and written instructions. Good organizational skills. Good verbal and written communication skills. Proficiency in Microsoft Word, Access, and Excel as well as Internet and e-mail. Ability to compose written correspondence. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment, or other means of transportation to attend meetings or to conduct weekly mailrun. Post Offer/Employment Condition: Must be able to meet US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
POLICY/REGULATORY REQUIREMENT As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. SECONDARY QUALIFICATIONS:
Bachelor’s Degree from an accredited (4) year college or university in Business Administration. Knowledge of research-related Office of Management and Budget (OMB) Circulars and NOAA Policies and Procedures relating to the management of cooperative agreements and grants. Previous experience working in a research administration environment. Prior experience with RCUH, UH, and related policies and procedures.
