Salary Range: $29.75-$33.71 Responsibilities: · Drinking water grants and loans management:
Act as the lead contact for drinking water planning grants and drinking water state revolving fund loans.
Process grant and loan applications from systems on the intended use plans and fundable lists.
Draft grant and loan offers and bypass letters.
Draft and coordinate grant and loan press releases.
Review requests for grant and loan increases and make recommendations to the Grants and Loans Supervisor and Bureau Chief.
Maintain the grant handbook.
Provide pre-application meetings with regional staff.
Track and report on planning grants and loans.
Answer questions from internal and external stakeholders on grants.
Facilitate the Grant Program consistently and offer timely resolutions to issues and discrepancies.
· Data management and federal reporting:
Oversee and assist various data and reporting requirements for the program.
Ensure grant and loan data are entered into the DEQ Loan & Grant Tracking System (LGTS) upon execution of a loan and also into the State Revolving Fund Public Portal System (SRFPP).
Maintain the SRFPP and the LGTS databases.
Coordinate with other staff to enter data into the SRFPP and report the Green Project Reserve information provided by the Grants and Loans Engineer.
Report required information in the federal National Information Management System and ensure requirements are met for the Federal Funding Accountability and Transparency Act.
Oversee annual reporting to the United States Environmental Protection Agency in the Clean Water National lnformation Management System. This report includes tracking Clean Water State Revolving Fund and Drinking Water State Revolving Fund annual funding.
Assist in American Rescue Plan Act reporting to the Division of Financial Management.
· Reimbursement and loan supervision:
Ensure that reimbursements and invoices are paid in a timely manner.
Coordinate with fiscal staff to ensure review loan invoices.
Collect debt for past due loans and work with the Grants and Loans Bureau Chief and fiscal staff for debt delinquency past 60 days.
Follow up on financial documentation needed to meet state revolving fund federal requirements, including the Single Audit Act.
· Program support, staff training, and annual auditing:
Manage assigned grants, which requires reviewing in-depth grant requirements and the associated guidance; coordinating with stakeholders; and developing forms, guidance, and related materials.
Oversee reporting and record keeping requirements for assigned grants. Participate in all audits of the program.
Provide second level reviews for clean water grants and loans and the Sewer Overflow and Stormwater Reuse Municipal Grant.
Participate in staff trainings, program development events, and annual audits as requested.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. OR Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development. Physical Requirements: Ability to sit and work on a computer for 2-4 hours at a time. Ability to bend and reach for filing purposes. Some periods of heavy reading and typing are required. Ability to lift 30 pounds when working with file boxes.
