This position will support quality early intervention services to infants and toddlers with disabilities and their families. This position will be located in our Central Office inBoise.The position will be responsible for supporting program management in planning, implementing, evaluating, and coordinating the statewide early intervention service system, and will perform related work including project management, development of policy interpretation guidance, technical assistance, monitoring, and training. It will also be responsible for planning, facilitating, and conducting the Infant Toddler Coordinating Council, and supporting the Regional Early Childhood Committees. Incumbents will need good critical thinking, interpersonal, mediation and conflict resolution, technical writing, policy research and analysis, group facilitation, and problem-solving skills. EXAMPLE OF DUTIES:

Coordinates development and implementation of a statewide early intervention system with public and private groups.

Develops program policies, implementation manuals and electronic manuals using federal laws and Idaho State Statutes.

Develops program proposals and monitors procedures. - Manages and implements state level projects.

Prepares requests for proposals, reviews, and selects applicants, and develops and negotiates contracts.

Speaks before groups and works with individuals on behalf of the Infant Toddler Program and Coordinating Council.

In conjunction with Council officers, plans, facilitates, and conducts Infant Toddler Coordinating Council meetings.

Works with local Infant Toddler Program staff representatives to support the Regional Early Childhood Committees.

Cultivates, develops, and maintains positive relationships with a wide variety of agencies and community members.

MINIMUM QUALIFICATIONS:You must possess all the minimum qualifications below to pass the exam for this position. Considerable knowledge of social, psychological, or rehabilitative services, principles and methods. Typically gained by a Masters (or higher) degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation or closely related field, OR a bachelor's degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation AND 1 year relevant experience or closely related field OR State licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418 OR 4 - 5 years’ experience directly related to subject area OR combination of coursework and experience that represents the knowledge level above.

Experience working with public social/rehabilitative service delivery systems. Typically gained by at least one year of professional experience working with more than one element of integrated services. These systems include integration of services with United Way, private/public sector agencies, courts, law enforcement, corrections, vocational rehabilitation, schools, universities and other consultation and assistance services/programs.

Experience planning, implementing and overseeing a community-based social/rehabilitative service program to include community organization. Typically gained by leadership experience participating in a community effort to plan, implement and oversee a social/rehabilitative service program.
