About the Agency: The Idaho State Board of Education (Board) is established in the Idaho Constitution for the “general supervision of the state educational institutions and public school system.” State law charges the Board with the general supervision, governance and control of public schools and postsecondary institutions, including community colleges. The Board is comprised of eight members: seven appointed by the Governor, as well as the statewide elected superintendent of public instruction. The Office of the State Board of Education (OSBE) is charged with providing professional staff support to the Board and implementing the Board’s policies, programs, and initiatives.Summary:The Pre-Admissions Program Manager provides leadership in the field of college admissions to support a seamless transition for Idaho students from secondary to postsecondary education. This position reports to the College & Career Access Officer and does not supervise staff.Activities include but are not limited to managing the planning and execution of Idaho Campus Choice, Idaho’s fast track to college program and Apply Idaho, the state’s common application to 10 in-state postsecondary institutions; providing resources to students, parents, and educators at all points of the education pipeline to meet information, training, and technical support needs; consulting with various stakeholder and other Board staff to establish the annual program metrics; and evaluating program effectiveness and identifying and making recommendations on improvements.Responsibilities:Program Administration
Administer the Idaho Campus Choice and Apply Idaho programs. Work with OSBE and institution staff to coordinate programs as applicable
Develop and recommend work plans, timelines, implementation strategies for each program
Ensure projects within each program are prioritized, staffed, and resourced to ensure delivery of expected results and benefits.
Consulting, Collaboration and Training
Consult with various stakeholders and other Board staff to provide problem solving assistance on matters related to the Idaho Campus Choice and Apply Idaho programs
Coordinate with institution admissions staff to enhance program planning, development, and delivery
Train institution admission staff to support student completion of Apply Idaho applications
Train institution & secondary school staff on Idaho Campus Choice program and how to support students’ completion of Apply Idaho applications
Evaluate Program Effectiveness
Monitor and report program performance
Work with OSBE research staff to conduct research and analysis to evaluate program effectiveness and appropriateness
Measure, evaluate and communicate program performance in collaboration with Board Research and College & Career Access staff
Recommend enhancements to existing programs and relevant guidelines and requirements to meet program objectives most effectively
Public Relations
Identify other agencies and organizations as program advocates/partners
Work with OSBE Chief Academic Officer and Chief Policy Officer & Government Affairs Officer to promote public awareness and advocacy with policymakers including State Board of Education Members, the legislature and Governor’s office
Work with OSBE College & Career Access team and Communication’s team to coordinate publicity and development of Next Steps Idaho resource pages, news releases, graphics, brochures, pamphlets, and other materials
Work with OSBE College & Career Access team to develop user guides and program handbooks.
Minimum Qualifications:
Experience in learning, understanding, applying, and communicating on policy and procedure to stakeholders and leadership to ensure program compliance and enhance program processes
Experience in communication, including strong written and verbal communication, public speaking, listening and information processing, and synthesizing skills
Strong organizational, time management, and documentation skills
Experience in technical proficiency, including the Microsoft suite, related office productivity software, and databases
Experience managing multiple projects or objectives by setting timelines and priorities, gathering requirements, and identifying questions or areas needing clarity to execute objectives
Ability to build relationships and collaborate effectively with multiple entities and agencies (federal, state, and local) to service the needs of program constituents
Ability to work as part of a collaborative team and complete work in a decentralized, high-profile work environment
Valid driver’s license and access to a personal vehicle for required state travel
Experience problem-solving
Experience in program area training
Preferred Qualifications:
Knowledge and skills typically acquired through a Bachelor's degree or comparable work experience in education, community outreach, case management, partnership development, public speaking, college access and success programming, or related field
Experience working with or communicating on admissions policies or procedures related to higher education
Some knowledge of management practices
