Short-Range Strategic Infrastructure Planner

Idaho National Laboratory is hiring a Short-Range Strategic Infrastructure Planner to work in our Campus Development department. Our team works a 9x80 schedule located out of our Research and Education Campus in Idaho Falls with every other Friday off.You will participate in strategic planning projects for the Research and Education Campus by converting plans into actionable and tactical projects. You will report directly to the manager of the Campus Development Office.Responsibilities Include:

Engage with DOD, DOE-ID, department managers, and business execution program managers to establish program goals, expectations, and priorities.

Ensure projects slated for IPL have approved funding determination and Class V estimates completed.

Develop and implement strategies to fulfill work scope within the constraints of the program while maximizing performance.

Coordinate and facilitate efforts across INL directorates and support organizations to ensure strategic alignment.

Develop acquisition strategies, draft statements of work, and create contract requests.

Manage a life-cycle schedule and budget for infrastructure projects.

Oversee the development of both the execution year and out-year budgets, including detailed work scope, cost estimates, and schedules.

Manage the achievement of project milestones, notable outcomes, and performance metrics.

Advise work package managers project performance analysis.

Take proactive measures to ensure that work is completed as planned, and that work meets quality assurance and program expectations.

Define performance goals and enforce accountability for meeting these objectives.

Monitor ongoing tasks to ensure adherence to project plans and specifications, compiling task/project status reports.

Implement project materials, controls, and monitoring procedures to secure the delivery of project scope, schedule, and goals.

Aid in the development of Work Breakdown Structures (WBS), performance measurement, funds management, spend forecasting, and performance forecasting.

Minimum Requirements:

Level 4: Bachelor's degree in construction management, business management, engineering, or a related field with 9 years of professional experience, or an advanced degree with 6 years of experience.

Level 5: Bachelor's degree in construction management, business management, engineering, or a related field with 14 years of professional experience, or an advanced degree with 8 years of experience.

Advanced proficiency planning and managing contracts for capital projects including General Plant, Institutional General Plant, and Operating Funded Construction.

Demonstrated project management and financial planning capabilities with experience investigating alternative approaches and formulating potential solutions to site and infrastructure planning challenges.

Proven capacity to maintain productive working relationships with diverse levels of management, employees, and consultants.

Effectively convey important elements of infrastructure and site planning to all audiences.

This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship.

Job Information:

The pay range for this position is: Level 4 ($91,008 - $186,588) / Level 5 ($109,260 - $223,908). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.

You are required to show a demonstrated commitment to valuing diversity and contributing to an inclusive working environment.

TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.

Multi-Level: This is a multi-level posting and you will be placed at the appropriate level dependent on depth and breadth of proven experience and skills.
