The Project Portfolio Manager/Cluster Leader will provide visible leadership and constructively engages personnel at all levels of the assigned projects to prevent injuries, protect the environment, eliminate defects, and comply with all technical, commercial, regulatory, legal, and any other applicable requirements. They will need to allocate and lead team resources to manage and provide oversight across the projects under their portfolio to deliver within their allotted schedule and budget while meeting quality standards. Project Directors/Managers will report directly to the Project Portfolio Manager. This role will report to the Project Executive Leader – Hydro North America and is based in the US.Job DescriptionThe Project Portfolio Manager is responsible for the consolidated planning, tracking, and management of processes, projects, and technologies to help project managers control and evaluate projects —both existing and proposed. They will lead their team to the organization’s aim to achieve their strategic goals and objectives, while considering such factors as market conditions, competitors, customer wants and needs, and government requirements. The Project Portfolio Manager will create and maintain a portal of information that covers all project-oriented objectives and initiatives. This helps team members and key stakeholders to easily view all key project, organizational, human resource, and performance data so they can assess which projects help or hinder the business.Additional goals of Project Portfolio Manager include the following:Providing ample information so key stakeholders can make the best, most informed business decisions about projects, priorities, and resources. Maintaining both high-level and granular visibility into all key project information across the entire organization. Implementing a way to collaborate among all stakeholders so you reach a succinct consensus when aligning projects with business goals and objectives.Whereas general project management focuses on one specific project at a time, the Project Portfolio Manager is responsible for and establishes a process by which organizations can collectively collaborate, agree, and act upon specific programs that support the overall business goals and objectives of multiple projects within a geographical area or common customer.Duties & Responsibilities

Establish strategic portfolio plan, including projects and portfolio objectives.

Produce an intake process and portfolio management pipeline that meets the needs of executive leadership and the engineering team.

Coordinate the planning and initiation of portfolios at various levels of completion.

Compile a portfolio-level forecast of teams load/capacity across engineering, procurement, construction, commissioning, and other support required to successfully execute all projects within the portfolio on the timeline prescribed by clients.

Monitor performance of projects within portfolio, including progress, budgets, and schedules of portfolio as well as individual projects.

Compiles various elements of project performance data and routinely report such to the project team, stakeholders, and leadership.

Communicate with portfolio and project stakeholders, including collaborate with project leadership to make sure their specific use cases and gaps in knowledge are being resolved.

Create and manage supporting project documents including but not limited to project plans, risk mitigation plans, communication plans, budgets other project management-related documentation.

Supervise and mentor the work of project managers.

Develops criteria for evaluation of portfolio and proposals and incorporates lessons learned and best practices into the proposal and project cycle.

Ability to establishing project intake, portfolio management and a delivery pipeline that meets the needs of executive leadership and the engineering delivery teams.

Creates rules and procedures for making portfolio decisions.

Compiles and distributes portfolio status reports, budget expenditures, etc.

Travel of 25% per month is required. US and Canada travel is required.

Required Qualifications:

Bachelor's degree or an advanced degree from an accredited or equivalent organization in engineering, construction management, business, or other relevant discipline

Minimum of 5 years of experience supervising, training, and building teams within a matrix organization.

Minimum of 5 years of experience acquired in both offices and on industrial construction or operating facilities and familiarity with business development, project management techniques, contract formation and administration, purchasing, engineering, construction, and commissioning.

Desired Characteristics:

A combination of education and EPC/ CM industrial or infrastructure project experience totaling fifteen (10) years in areas related to project management disciplines such as management of costs, schedules, risks, and related specialties.

The ability to communicate effectively both in writing and verbally with executives, managers, functional discipline managers, supervisors, clients, suppliers, contractors, vendors, and any other stakeholders at all levels of the organization. Knowledge of portfolio management methodologies, to consolidated planning, tracking, and management of processes, projects, and technologies to help project managers command and evaluate projects —both existing and proposed.

Manages to organization’s aim to achieve their strategic goals and objectives, while considering such factors as market conditions, competitors, customer wants and needs, and government requirements.

Capability to succinctly present information and analysis to senior management.

Capability and flexibility to handle multiple tasks in restricted timeframes and expend discretionary effort on short notice to support urgent or emergent project goals.

Ability to learn and comply with applicable local, state/province, and federal/national statutes required by contracts.

Advanced proficiency in MS Excel, MS Word, and MS PowerPoint. Advanced understanding of Primavera capabilities and scheduling concepts.

Working knowledge of project control tools and cost management databases.

Participation in site walkdowns which may consist of walking on uneven surfaces, climbing ladders, climbing scaffolding, walking on elevated platforms, donning, and doffing personal protective equipment including fall prevention harnesses.

Preferred location is Washington/Oregon/Idaho State.

Project management professional (PMP) or portfolio management professional (PfMP) certification or ability to obtain such certification within 2 years from date of hire is desired.
