This announcement will be used to fill a current Independent Assurance position (classification of Transportation Technician Principal, Engineering) in District 6, Rigby, Idaho. The purpose of this position is to prescribe policies, procedures, and guidelines to assure the quality of materials and construction in all Federal-aid highway projects on the National Highway System. The Independent Assurance (IA) Program provides an unbiased and independent evaluation of all sampling and testing procedures used in the acceptance program. The basis for the program is 23 CFR, Part 637. Additional information is provided in AASHTO R 44. The successful applicant for this IA Inspector position will have experience in all phases of testing and inspection. Examples of Duties:

Perform Independent Assurance evaluations according to the IA Program.

Verify acceptance sampling and testing is being conducted randomly in accordance with contract specifications.

Confirm that project testing laboratories have a current certificate of qualification issued per the ITD Laboratory Qualification Program.

Confirm Samplers and Testers are WAQTC qualified and the samplers and testers are including their qualification number on test forms.

Evaluate Department samplers and testers for various field test methods and required qualifications not covered under WAQTC.

Conduct intermediate and final records reviews.

Perform the District audit of Materials Summary Report (MSR) and draft the project Final Materials Certification Letter for the District Materials Engineer's review and the District Engineer's signature to comply with the Department's project closeout metric.

Administer Idaho Individual Qualification tests, as well as assist in WAQTC tester training as time permits.

Serve as the District Radiation Safety Officer (DRSO) according to the ITD Radiation Program.

Assist project personnel with interpretation of specification and testing requirements.

Minimum Qualifications:

Good knowledge of: contract preparation, or administration, or compliance.

Experience: reviewing work and training others in methods and procedures of specialty area.

Valid driver's license

Additional Qualifications:

Experience in all phases of construction materials testing and inspection.
