Job DescriptionThe Iowa Department of Health and Human Services’ (Iowa HHS) Division of Administration, Bureau of Finance is seeking an Accounting Tech 3 - Pre-Auditor. Summary: Under the direction of the Bureau Chief of Payments & Receipts, this position assists with assuring the work assignments are carried out: performs such duties as instruction employees about routine tasks, answering questions, about procedures and policies, distributing and balancing the workload and accepting, modifying or rejecting work: and may provide input on appointments, promotions, and reassignments. This position is responsible for the accurate and timely payment of claims for external vendors and reimbursements of travel expenses for state employees Duties include review of claims for accuracy and completeness so as to comply with federal, state, and department policies and procedures. This position oversees the payments of over $6.5 billion annually from over 110 state and federal sources. Responsibilities: This position will: Pre-audit account payable documents for the department in accordance with policies and procedures adopted by Department of Administrative Services - State Accounting Enterprise (DAS-SAE) and general accounting procedures. Ensures disbursement data entered into the statewide accounting system (IowaAdvantage) complies with Code of lowa and other regulations. Verifies claims are accurate, authorized, properly supported, coded correctly and goods have been received or services rendered. Applies final approval of account payable documents in IowaAdvantage on behalf of the department. Documents the rational for denial of claims and returns denied claims to appropriate bureau staff for modification or correction. Approves certification of documents for payments submitted on interface files, approving that payment data matches the originating sources for payment made through electronic transmissions. Monitors and distributes work to claims processors as needed to ensure claims are processed as needed to ensure claims process within established time frames set by the department. Provides reports regarding status of work and capacity of staff. Serves on work groups when determining process changes within the department as it impacts the bureau. Manages the warrant processes for the Department. Perform reconciliations of warrants received to what was expected, working with DAS-SAE when variances occur. Manages warrant setoff processes and provide support for staff, both internal and external to fiscal management, on outdated, cancelled, and reissued warrants. Participates in the department's appeal process. Conducts claim research, prepares and presents requisite documentation to the Board. Subsequent to appeal determination, manages the process of finalizing the payment per the stipulated decision. Records the event and provides communication to debrief staff on issue to minimize future issues which may require draft updates for policy or procedural change. Tracks and reports status of claims in the appeal process; distributes on both scheduled and ad hoc basis. Provides comprehensive and accurate technical assistance and customer service to vendors and department staff regarding the interpretation and application of federal, state or department rules/policies and generally accepted accounting practices involved in the maintenance of financial accounts and preparation of account payable documents. Independently delineates necessary corrective action for rejected financial documents. Requirements: To be effective, the candidate must develop a strong understanding of HHS programs and the Department financial processes, and be able to effectively communicate them to various audiences. The candidate must have a firm grasp of the state’s accounting system.
