Job DescriptionThe position will be office based at 1000 E Grand Ave., Des Moines IA Position Description: Iowa Workforce Development (IWD) is seeking applicants for the position of Labor Market & Workforce Economist in our Labor Marketing Information (LMI) Division, Research & Analysis Bureau at our 1000 E Grand Ave., Administration office in Des Moines, IA. Are you ready to join our growing team as a Labor Market & Workforce Economist? In this role, you will provide data analysis related to the performance outcomes of Workforce Innovation and Opportunity Act (WIOA) services, track key performance indicators, and support internal divisions by providing analysis of their datasets. The Labor Market & Workforce Economist also provides elected official, senior administration, and program staff with information regarding the effectiveness of training and services related to employment. Key responsibilities and description of work: Education and Training Workforce Outcome Tracking Conduct and perform complex analysis using advanced analytical/statistical methods for multiple agency divisions and on both internal and external datasets. Work with internal and external staff to:

Design and outline analysis plans for each project, including explicit details on the content and format of the final product.

Merge records, analyze datasets, and create reports using a variety of software packages including, but not necessarily limited to, SAS, R, SQL, SPSS, MS Excel, MS Publisher, and Tableau and other data visualization tools.

Define and explore problems and possible solutions; furnish advice on problems and develop contacts necessary to initiate and conduct reviews regarding projects of great difficulty, scope, and importance.

Recommend new, revised, or improved policies, practices, procedures or methods relating to outcome tracking.

Present findings to stakeholder groups such as internal staff, institutional researchers, career services staff, and other groups as needed.

Iowa Statewide Longitudinal Data System Representative As a Labor Market & Workforce Economist you will represent the department's interests on the project team of the Iowa’s State Longitudinal System (SLDS). The project team consists of a project manager and representatives from K-12, Iowa Board of Regents and Iowa Workforce Development. Attend weekly project team meetings to discuss details of data governance, multi-agency research projects and data warehouse architecture. Plan for and execute matching of education and workforce records utilizing software such as SAS, SQL and Link Plus.

Communicate with peers from other states and the Federal government via conferences, working groups, webinars, and community websites in order to stay up to date with best practices in the areas of education and workforce data. Represent Iowa Workforce

Development while attending and presenting at national conferences related to research and best practices in these areas.

Data Analysis Support of Iowa's Rapid Response Team

Update the Worker Adjustment & Retraining Notification (WARN) Tableau visualization, as needed.

Assist in the analysis of data gathered from the Dislocated Worker Survey:

Gather data from the on-line platform, entering survey data provided, and/or creating survey instruments, as needed.

Download survey data, clean and code data in SPSS platform.

Run analysis on the data and provide reports to the Rapid Response team to include analysis and reports prepared for specific dislocation occurrences and an annual statewide analysis & report.

Explain and present methodology and analysis, as needed.

Workforce Services Data Support

The Labor Market & Workforce Economist will provide monthly data analysis of key program indicators for the Workforce Services (WFS) Division. This includes program co-enrollment analysis and additional analysis, as needed. Additionally, you will work with WFS in the development and maintenance of the local area statistical adjustment model (LSAM), a statistical model based on performance measures of Title I WIOA programs. This requires knowledge of R and SPSS statistical software packages.

Labor Market Information Website Content Creation and Management

The successful candidate will communicate and coordinate with LMI Division subject matter experts (SMEs) and other contacts within many divisions of IWD to develop a plan for the initial development and continued maintenance of their program’s Tableau visualizations and downloadable datasets. Develop visualizations, looping back with the SMEs to iterate until it’s in a publishable state. Update the visualization and download-able datasets when new data is available and maintain documentation describing how the update process is carried out, including the continued maintenance of Iowa's Registered Apprenticeship stats visualization.

Customer Requests

In this role you will work and communicate with internal and external customers (primarily internal) to meet their data request needs in a polite, courteous and cooperative manner. Design and develop research to meet specific requests for information not elsewhere available. Listen to others and respond appropriately. Committed to quality customer service.

Essential functions:

Design research projects related to economic, education, and workforce issues.

Interpret statistical output and its relationship with KPIs performance outcomes.

Create, design, maintain, and update multiple Tableau visualizations and review and update the design.

Create graphs, charts, tables, and reports to assist in presentation of data.
