Analytic Lead

Role Summary The candidate will provide leadership and support as the Mission Command Battle Lab (MCBL) Concept Development and Prototype Experimentation Program Manager. The MCBL conducts experimentation, studies, and prototyping that inform C2 capability development and Echelons Above Brigade modernization efforts in support of Mission Command Capability Development and Integration Directorate (CDID) and the Futures and Concept Center’s (FCC) experimentation plan. Responsibilities and Duties

Provide Analytic support to Concept Development and Prototype Experimentation for MCBL.

Responsible for interfacing with and briefing Government personnel (Military and Civilian) of all ranks.

Develop, implement, oversee, and improve as necessary those processes and procedures required to address and satisfy the Government's contractually defined objectives while ensuring high quality products and services.

Perform administrative functions such as reviewing and writing reports, updating project plans, approving expenditures, and making decisions about department related purchases.

Coordinate and/or attend cross-functional meetings of personnel related to project.

Report status, develop project-related documentation and implement lessons learned.

Participate in project performance review meetings and discussions (when required).

Responsible for developing and accessing documentation in the form of reports, proposals, white papers, and briefings.

Other duties as assigned.

Qualifications and Skills:

Five or more years’ experience with Army Experimentation

Demonstrated experience developing Learning Demands, Measures of Performance and/or Measures of Effectiveness, and developing methodology for Army experiments.

Demonstrated Modeling skillsets to create computer models of command and control (C2) system sub-component prototypes-personnel/organization, communications networks, processes, and command post nodes.

Knowledge of Army and Joint Doctrine and a demonstrated understanding of conducting and analyzing research and collecting data.

Proficient in Microsoft Office Applications: Outlook, Word, Excel, PowerPoint, and MS Teams

Proficient verbal and written communication skills and familiar with the Army Writing Style

Demonstrated experience maintaining timelines and ability to work with minimal supervision.

Able to meet all requirements to be issued a Common Access Card (CAC) as set forth on the Defense Human Resource Activity website titled, “Getting Your Common Access Card (CAC),” http://www.cac.mil/common-access-card/getting-your-cac/ (accessed 13 May 2013)

United States Citizenship

Ability to be issued and maintain a Secret security clearance.

Other Qualifications

Possess clear and precise oral and written communication skills.

Ability to work independently and as part of a team.

Submit to required background checks.

Able to meet requirements to work on a military installation, including having a valid state driver's license and car insurance.

Be self-motivated with ability to establish priorities and effectively manage time to complete multiple tasks within specified timeframes.

Be completely functional in MS Word, Excel, PowerPoint.

Be able to travel as required.

Ability to hold a Secret security clearance.

Preferred Qualifications:

Bachelor’s Degree from an accredited university.

Master’s Degree or higher from an accredited university.

Graduate of a military service school equivalent to the Army Command and General Staff College (Military Education Level-4)

Field-grade level knowledge and experience (desire is Army service of greater than 10 years with experiences in Army, joint, and coalition operations at the division or higher echelon)

Possess modeling skillsets to create computer models of command and control (C2) system sub-component prototypes-personnel/organization, communications networks, processes, and command post nodes; potential behaviors can then be further analyzed and understood through relatively simple simulation.
