Minimum QualificationsMINIMUM QUALIFICATIONS: Possession of a current Louisiana license to practice professional engineering and one of the following:

Two years of licensed engineering experience.

Six years of professional engineering experience.

SUBSTITUTIONS:

A master's degree in engineering will substitute for one year of the required experience.

A Ph.D. in engineering will substitute for two years of the required experience.

Advanced degrees will substitute for a maximum of two years of required experience.

NOTE:

Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer’s license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

NOTE:

Alternative reporting relationships may be approved by SCS.SUPERVISION EXERCISED:May exercise functional/project supervision over lower-level engineers, other professionals or engineering technicians.LOCATION OF WORK:May be used by all state agencies.JOB DISTINCTIONS:Differs from Engineer 5 by the presence of designation as a Dual Career Ladder job.Differs from Engineer 6 by the absence of responsibility for direct supervision over professional engineers.Examples of WorkThe position helps to ensure plan development conformity within the Office of Engineering, which includes statewide travel to LA DOTD district offices. This position serves as an expert in plan development procedures and design policies and:Plan Review

Keeps up with current design and construction practices to ensure that construction plans include necessary information, proper formatting, and correct pay items and quantities to minimize scope and budget changes during construction.

Review consultant and DOTD in-house design plans to provide centralized quality control of construction plans. This allows for standardizing plans throughout the state to reduce errors, misunderstandings, and misinterpretations of plan information that could lead to FALCON questions, delay of project lettings, bid irregularities, or costly change orders.

Provides review comments statewide for all types of construction plans. These reviews will be used to modify and make corrections to plans. The reviews will function as a mechanism for communicating necessary changes in design policy or processes to those who submit plans for review.

Coordinates with the Construction Section, District Design Offices, Road Design Section, Bridge Design Section, and Publications Engineer to have specifications and standard plans updated to address problems that are reflected in redundant or unnecessary plan notes, recurring plan errors, change orders, questions from designers, and FALCON questions.

Meets with various executive staff members and Section Heads and provides documentation to explain the review comments and their dispositions, resolutions to potential problems, and a description of the level of review to which a project was subjected.

Plan Conformity

Coordinates with the Technical Manual & Document Manager and the Technical Policy Planner to identify where directives, standards, manuals, required forms, mandatory checklists, and design standards are not in conformity so that corrective actions may be determined to prevent errors, confusion, change orders, and significant project cost increases.

Ensures conformity by advising various users of technical documents on the effects that existing and new policies or documents have on plan development.

Proposes changes to policies, documents, specifications, and manuals in an expert engineering capacity in coordination with department experts to ensure conformity by determining how these changes will affect plans.

Initiates analysis via meetings and committees to determine the current necessity of existing and potential plan requirements to lower costs by reducing engineering efforts and ensuring conformity to changing construction practices.

Meets with various Section Heads and committees until resolutions are reached for the above items. This position will document and disseminate the final resolutions to appropriate parties with detailed engineering justification and clarification.

While in an official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations and DOTD policies, procedures, manuals, and directives.

40% Review/Initiate Proposed Changes:

Reviews or initiates proposed changes to directives, standards, manuals, required forms, mandatory checklists, specifications, design standards, plan development, and policy.

Attends committee meetings with other sections to give expert engineering opinions on how any potential changes would affect how DOTD communicates information via plans to ensure conformity.

30% Review of Construction Plans:

Reviews DOTD and consultant plans for technical and mathematical accuracy, adherence to current format requirements, and overall quality control.

Check the plan scope to determine whether it is appropriate under the circumstances.

Contact relevant sections to update plans according to changes in policies, specifications, or construction practices.

Provide detailed comments to designers indicating errors, necessary changes, or potential problems that may arise during the bidding process or construction and document such observations and how they were addressed for reference of the Chief Engineer.

15% Provide Expert Advice:

Documents and disseminates the final resolution to changes in how plans convey information to relevant parties with detailed engineering justification and clarification.

Ensures conformity by advising various users of technical documents on how to find and use policies and documents that affect plan development.

10% Plan Review Meetings:

Arranges and chairs plan review meetings with project managers and/or designers to allow for a free-flow discussion and explanation of plan comments developed during the review process.

Explain the reasoning behind the comments for clarification and collaborative learning to avoid future errors or misunderstandings.

5% Other Duties: May be required to perform other duties as necessary, including, but not limited to, emergency/disaster support activities.
