The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.Job Duties60% Development, maintenance, and analysis of multiple cost allocation models which allocate all agency cost to appropriate OTS lines of service for use in the ratedevelopment process. Responsible for the submission of the Statewide Cost Allocation Plan for the annual submission of OTS’s data. Prepares and analyzes the OTS billing process to customer agencies for the OTS cost recovery process. Provides overview of the OTS revenue and expenditure budget forecasts. Audit expenditure coding to ensure it is within cost allocation criteria. Review, analyzes, reconciles expenditures and if necessary, request corrections of the financial data in the LaGov system by providing the information to Office of Finance and Support Services (OFSS) to make the corrective actions. Provides oversight for the agency accounts receivables from customer agency billings. Communicates with customers to initiate discrepancy resolution; serves as liaison between customer agency and OFSS in an effort to maintain customer satisfaction as necessary. Researches customer billing inquiries and related billing disputes, reconcile discrepancies and make any necessary changes required for ensuing billing cycle. Submit journal entry request to OFSS for the corrective entry to be made in the LaGov system for any costing entries that may need corrections. Prepare and maintain cost analysis, depreciation schedule for assets and monthly financial reports. Analyze and verify cost allocation and coding on the employee positions. Submit change request to DOA/HR for changing in the allocated cost as it relates to employee’s payroll allocation in the LaGov SAP system. Review and verify all entries in WORKS are coded with the correct costing codes prior to the end of the cycle for purchasing card transactions. Applies complex federal requirements, procedures and directives for daily operations and financial reporting.20% Create and maintain the OTS financial organizational structure for cost allocation. Prepares cost of goods sold report. Prepares cash flow analysis and developsbudget projections on expenditure and revenue patterns. Confers with internal technical product managers, state and federal auditors, customers, and counterparts in other states in determining appropriate rate levels. Responsible for maintaining compliance with all state and federal cost allocation, cost recovery and financial reporting governances. Coordinates with the Office of Planning and Budget and Department budget directs to forecast demand for IT services and associated funding requirements. Responsible for reporting OTS financial data for WebEOC emergency portal reporting.10% Develop and implements processes to track, monitor, and report OTS performance in delivery of services through benchmarking and balanced scorecard analysis. Tracks, monitors, and reports attainment of service levels specified in OTS service level agreements. Develop data products which measure the effectiveness of OTS initiatives in improving the quality and efficiency of service delivery. Develop and implement processes to track, monitor, and report OTS customer satisfaction metrics associated with delivery of services and prepare associated analysis for reporting of statutory performance indicators in support of the OTS strategic plan. Conducts cost benefits analysis to support capital investments in Information Technology systems and services. Recommends budgetary requirements associated with the investments and methods of cost recovery. Facilitates open communication with all internal and external stakeholders. Stay abreast of current Federal Cost Allocation Principles and Requirements.5% Develop financial models for telecommunication procurement bids and analysis financial information in bid evaluations.
