Supplemental InformationUnder the administrative arm of the Louisiana Board of Regents, the Office of Student Financial Assistance (OSFA) administers Louisiana’s premier merit-based scholarship program, the Taylor Opportunity Program for Students (TOPS and TOPS Tech); the GO Youth ChalleNGe Grant, Louisiana’s need-based component to the state’s financial aid plan to support non-traditional and low to moderate-income students (the Louisiana GO Grant), the state’s 529 college savings plan called the Student Tuition Assistance and Revenue Trust (START) program, the START K12 Education Savings Plan, the 529A savings plan called the Louisiana ABLE Program; the Rockefeller State Wildlife Scholarship program; the BESE Tuition Program for Teachers; the GEAUX Teach Program; the Patriot Scholarship Program; the MJ Foster Promise Program; the TOPS Tech Early Start Program for 11th and 12th graders; and the John R. Justice Student Loan Forgiveness Program. LOSFA is extremely active in the dissemination of college access information within the state, with a concentration on assisting students from low-income families and first-generation college attendees in locating and obtaining the resources necessary to pursue and complete a postsecondary education. To attain this, LOSFA regularly partners with other entities including the Louisiana Department of Education (LADOE), the Department of Children and Family Services (DCFS), Statewide School Districts, U.S. Department of Education, the Louisiana Association of Student Financial Aid Administrators, and others. In conjunction with DCFS, LOSFA provides payment processing assistance for the Chafee Education and Training Voucher for students who have aged out of the foster care system and Strategies to Empower People (STEP) to aid government-assisted citizens in obtaining their Adult Education certificate and Vocational Education training.POSITION OVERVIEW:The Programmer Analyst receives administrative direction from the Assistant Director of Programming. Below is a list of duties and responsibilities, which may expand in complexity due to changes in federal/state regulations, program demands, or technological advancements.MINIMUM QUALIFICATIONS:EDUCATION:
Bachelor’s degree in a related analytical field (e.g., Information Systems & Decision Science (ISDS), Information Technology, Computer Science, Data Science, Business, Management, or Economics); Master’s preferred; Doctorate a plus.
TECHNICAL SKILLS:
Proficiency in:
MS SQL Server, SSIS, SSRS, T-SQL, .NET Core, C#, Java, and OOP concepts.
Git (version control) and Visual Studio for collaborative development.
ETL processes, data management, and reporting tools.
Experience with:
Migration of legacy applications to modern technology stacks.
Web development (HTML, CSS, JavaScript, Django, Flask, React) is a plus.
Database management systems (MySQL, PostgreSQL, MongoDB) and data modeling.
Data analytics tools (Pandas, NumPy, TensorFlow, Tableau, Power BI, SAS Visual Analytics).
SOFT SKILLS:
Strong communication and interpersonal skills for effective collaboration.
Ability to adapt to shifting priorities with a proactive, problem-solving approach.
ESSENTIAL DUTIES & RESPONSIBILITIES:Essential and other important duties and responsibilities may include, but are not limited the following:Award System Support & Maintenance:
Support all aspects of LOSFA’s Award System, ensuring efficient processing and data integrity.
Provide account re-access support for users experiencing credential-related issues.
Query and analyze Award System data for audits, reporting, and metric tracking.
Address support tickets in Track-It related to Award System functions.
Assist in the modernization of the Award System:
Enhance user experience by improving the Award System interface and workflows.
Evaluate and optimize daily processes during the transition to modern technologies.
Convert and rewrite core queries from legacy databases to T-SQL for improved efficiency.
Lead efforts in migrating legacy applications to .NET Core, ensuring seamless transition and improved functionality.
Data Integration & Reporting:
Develop and maintain SSIS (SQL Server Integration Services) packages for ETL processes.
Design, develop, and optimize SSRS (SQL Server Reporting Services) reports.
Query and provide data insights for internal and external stakeholders.
Software Development & System Integration:
Develop, maintain, and enhance applications using .NET Core, C#, Java, and modern frameworks.
Convert legacy applications to modern .NET Core solutions, optimizing for performance and maintainability.
Apply Object-Oriented Programming (OOP) principles in system design and development.
Work on full software development lifecycle (SDLC): requirements gathering, design, coding, testing, and maintenance.
Troubleshoot and resolve system issues, escalating as needed.
Utilize Git for version control and Visual Studio for development.
Develop and optimize system integration with modern database technologies.
Data Analytics & Business Intelligence:
Implement data analytics solutions, including data collection, preprocessing, analysis, and visualization.
Utilize MS SQL Server, T-SQL, SSIS, and SSRS for business intelligence and decision-making.
Optimize and maintain existing applications for scalability, reliability, and performance.
Security, Compliance & Innovation:
Monitor application performance and security, implementing risk mitigation strategies.
Stay updated on emerging technologies and evaluate their relevance for LOSFA.
Lead migration of legacy applications to modern technology stacks, ensuring minimal disruption and improved system functionality.
Collaboration & Data Management:
Work with LOSFA Program Directors and Board of Regents (BOR) research teams to manage data automation.
Leverage technology-driven approaches to enhance operational efficiency and informed decision-making.
Perform other duties as assigned by the BITS Director and/or Assistant Director of Programming.
