Supplemental InformationThe Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS-618. This vacancy will be filled by promotion of a current permanent status Office of State Procurement employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion. Louisiana is a State as a Model Employer for People with Disabilities. Gay HR Specialist Division of Administration/Office of Human Resources email: Erica.Gay@la.gov QualificationsMINIMUM QUALIFICATIONS:A baccalaureate degree plus three years of professional level experience in procurement, contracts, grants, auditing (financial, operational, or compliance), budgeting, financial analysis, accounting, or data management.SUBSTITUTIONS:Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. NOT ALL POSSIBLE TASKS ARE INCLUDED.At this level, work is highly complex and focused to either large-scale Request for Proposals (RFPs) or certain types of Commodities requiring advanced knowledge such as Cooperative Procurements, Telecommunications, Information Technology, Labor/Materials, Vehicles/Fuel, etc.Strategically develops, awards, and manages the most complex and high-risk statewide procurements while operating under the highest delegated purchasing authority.Researches contracts available through cooperative procurement entities, identifies opportunities in the best interest of the state, and manages the contract adoption process.Responsible for the procurement of commodities with unique bid requirements such as the application of multiple procurement codes, specialized knowledge about the nuances of the commodities that may affect the procurement process, etc.Serves as liaison to other statewide agencies that are involved in the process for large-scale procurements, such as the Office of Technology Services, Louisiana Property Assistance Agency, etc.Provides guidance to agencies on the RFP process for highly complex procurements; may meet with agency administrators and related personnel to discuss options to best meet their needs and to facilitate the RFP process.Provides expert-level guidance regarding Louisiana Revised Statutes and Louisiana Administrative Code Rules pertaining to the procurement process.Leads special projects and/or work group management activities for the assigned area.Provides functional supervision over lower-level personnel as needed.
