Functions include performing engineering designs, developing plan sets, writing project specifications, and addressing drainage issues. This position also provides technical guidance to other engineers regarding geometry, corridor safety issues, and hydraulic designs.This position is located in the Lake Charles District 07 office, Gang 170 of the Department of Transportation and Development. The position reports directly to Program Delivery/Design Engineer (Engineer 6 DOTD). The incumbent must be self-motivated and be able to perform duties many times with or without supervision and also be able to work independently with minimal initial instruction. The incumbent will participate in appropriate DOTD structured training programs and attend all continuing education classes, meetings and conferences deemed necessary to facilitate the performance of required tasks.The incumbent is required to possess the following specialized knowledge, skills, abilities, as well as to maintain the following licensing and operate the following equipment:Specialized Knowledge, Skills, and Abilities: Will include reading and sending e-mail using Outlook. Working knowledge of complex computer software, such as Excel, Word, Microstation, InRoads, Open Roads, Project Systems, Project Wise, PMS, AASHTOWare and other DOTD applications. Engineering Intern 1 – Entry level

Engineering Intern 2 – Differs from Engineering Intern 1 by performance of more varied and complex tasks and the application of basic knowledge/skills acquired through experience and/or training.

Engineer 3 – Differs from Engineering Intern 2 by the performance of more varied and complex task. Must also have obtained a LA P.E. License. Differs from Engineer 4 by the lack of independent performance of complex tasks that are not standardized/established procedures.

Engineer 4 – Differs from Engineer 3 by the degree of independence in performing established procedures and complex tasks that are not standardized.

Engineer 5 – Differs from Engineer 4 by complexity of assigned projects and ability to deliver projects with minimal assistance. Will perform functional supervision over Technicians in the Design office. May be required to assist with meeting and attend meetings in the absence of the Engineer 6 Program Delivery Design Engineer as required.

60% Design and Plan Development - Prepares and manages the development of project construction plan sets for preservation, capacity, safety, traffic, facility improvement, contract maintenance projects, and other programs at District level which includes, but is not limited to, the following functions: develop typical sections, work zone traffic control plans, and pavement marking requirements; design roadway geometry, guard rail, systems, detours, drainage systems, and drainage structures; generate plan sheets, plan quantities, and cost estimates. Is proficient with horizontal and vertical alignments and their applications. Creates details for complicated and varied situations requiring a more in-depth knowledge of road design and a high level of technical proficiency. Develops complex suggested sequence of construction using the latest version of the MUTCD and DOTD TTCC details. Prepares and/or manages the completion Design / Exception Reports, Storm Water Pollution Prevention Plans (SWPPP), Notice of Intents (NOI), Transportation Management Plans, Trainee Determination Worksheets, Contract Time Work Sheets and other documents. Computes and checks earthwork quantities, computation sheets, and cross sections. Plots and drafts very complex engineering/surveying drawings using computer and drafting software; calculates complex quantities; processes and downloads engineering/surveying data necessary to complete engineering designs and surveys. Utilizes advanced skills and knowledge of standards, methods and techniques to perform more complex computations for road plans and to complete a wide range of duties and operations with broad supervision and technical guidance for professional engineers as needed, normally for unusual and very difficult problems Navigates efficiently through the project and proposal level of AASHTOWare. Coordinates plan development with federal, state, and local governments, district personnel, and headquarters personnel. Processes knowledge and follows local, state, and federal design standards, policies, and procedures required to perform the duties of this position.10% Plan Delivery – Manages or performs the request of project numbers, ProjectWise folders, traffic information, and other pertinent data from Area Engineers, Project Engineers, the lab, etc. in order to design the projects. Works with the engineering technicians in maintaining a working log / checklist of all documents requested and received and the distribution of scanned preliminaries, finals, and other project documents for review using ProjectWise. Navigates efficiently through Project Systems for funding reports, road data tables, milestone dates, etc. as needed.10% Letter Bids – Manages or performs tasks associated with the letter bid process. Some tasks include: uses AASHTOWare to schedule letting dates, check contractor license, provide summary of estimated quantities in category and whole project format, and other letter bid related topics. Prepares letter bid proposals and specifications and distributes to contractors for bidding. Conducts the evaluation and review of bids and applicable bid documents. Produces contract documents and specification packages for construction. Composes and distributes letter bid documents for maintenance contracts (e.g. mowing, guardrail, rest area, sweeping, etc.) and other DOTD service contracts.10% Functional Supervision of Engineering Technicians - Duties include making and tracking work assignments; training, reviewing, and approving work activities, procedures and work products; examine documents and data ensuring work products meet department standards and specifications; and approve / disapprove leave and payroll.
