The Maryland Department of Transportation The Secretary's Office (MDOT TSO) is seeking an experienced and highly skilled Director of Climate, Electric Vehicles, and Air Quality (DOT Executive V) to lead MDOT's climate mitigation, vehicle electrification, and air quality planning portfolio. This position will develop new plans and strategies as warranted and implement MDOT's Climate Pollution Reduction Plan, Carbon Reduction Strategy, and Zero-Emission Vehicle Infrastructure Plan. The Director will collaborate with the Chief of Environment and Sustainable Transportation to develop strategies, policies, and initiatives to further the MDOT’s climate, clean cars, and air quality mission; specifically, strategies include transportation control measures and emission-reducing project ideas such as bus rapid transit service, bicycle and pedestrian infrastructure, road pricing, EV charging upgrades, and commuter ridesharing programs; policies would apply to MDOT in the form of MDOT policies, guidance to state agencies generally in the form of new regulations, and/or to the general public in the form of bills considered by the legislature; initiatives can be either internal or public-facing; for example, a communications initiative could include materials and webinars, TSO and modal administrations, and/or for public consumption. Key responsibilities for this role include but are not limited to:
Advance electric vehicle charging investments, deploy innovative strategies to increase non-auto vehicle trips, and exceed air quality standards across Maryland.
Develop and manage projects and activities to improve MDOT plans and programs and select, develop, and deliver high-quality, multimodal, clean transportation projects.
Manage direct reports to achieve specific objectives established annually with the Chief of Environment and Sustainable Transportation and the Assistant Secretary of Planning, Project Development and Delivery.
Collaborate and coordinate with peer state agency colleagues one-on-one and as part of subcabinet initiatives, working groups, and other collective endeavors to advance Maryland’s clean air, vehicle electrification, and climate goals pursuant to statute and gubernatorial policy.
Communicate with and respond to public interest groups, constituencies, the media, stakeholders, and members of the public regarding air pollution, vehicle electrification, climate policy and practices, and other related activities undertaken by MDOT and the Maryland state government.
The Director will advise and represent the Secretary, Assistant Secretary, and Chief of Environment and Sustainable Transportation as needed.
The current vacancy exists at MDOT TSO in the Office of Environment and Sustainable Transportation, which is located in Hanover, MD. (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

QualificationsPREFERRED QUALIFICATIONS:Education: A bachelor's degree from an accredited college or university. Experience: Five (5) years of experience managing a team and delivering results from one or more major initiatives, programs or projects focused on increasing electric vehicle sales and charging infrastructure, reducing carbon emissions from transportation by promoting alternatives to driving alone such as public transportation and biking or walking, and/or improving air quality.The ideal candidate will possess the following:
Experience collaborating and coordinating across organizations
Communicating effectively across disciplines and with the general public.
Experience working in the public sector demonstrating a commitment to public service
Experience working in local, state, and/or federal government is a plus.
