Description:
The MDOT MPA is soliciting competitive sealed proposals to provide one (1) Cybersecurity and Infrastructure Support Resource to assist in the performance and/or technical management of cybersecurity and infrastructure projects and related activities. The cybersecurity and infrastructure support resource shall be required to perform required cybersecurity and infrastructure activities concerning MDOT MPA’s mission critical and non-mission critical infrastructure and associated systems and services. This resource shall contribute to the implementation of cybersecurity and infrastructure projects by performing activities that include, but are not limited to; providing technical guidance, prioritizing activities, identifying risks, proposing and/or performing risk mitigation activities, developing standard operating procedures, and performing monitoring activities.

Required Skills:
  • Bachelor's Degree or higher in Computer Science, or Computer Engineering, or Information Systems, or Information Technology, or related field
  • Minimum of ten (10) years of experience performing network and computing infrastructure architecture and deployments
  • Minimum of ten (10) years of experience with internet protocol data communication networks
  • Minimum of five (5) years of experience using one or more IT infrastructure frameworks
  • Minimum of five (5) years of experience using one or more cybersecurity frameworks
  • Minimum of three (3) years of experience hardening systems to make them less vulnerable to cybersecurity attacks
  • Minimum of five (5) years of experience in technical management involving IT projects or activities requiring extensive technical knowledge
  • Minimum of five (5) years of experience with IT hardware and software monitoring systems
  • Minimum of five (5) years of experience supporting and enhancing IT infrastructure that rely on high availability hardware and software components
  • Minimum of five (5) years of experience supporting automated IT deployments
  • Minimum of five (5) years of experience with storage area networks
  • Minimum of five (5) years of experience supporting IT monitoring systems
  • Minimum of three (3) years of recent experience with Hyper-V or other virtualization hosts
  • Minimum of three (3) years of recent experience with Active Directory
  • Minimum of three (3) years of experience with Microsoft Windows Server 2016 or newer; and
  • Must be able to author detailed technical documentation and to provide in-depth technical training as needed.

Responsibilities:
  • Continuously monitor operations and infrastructure with the objective of detecting digital security footprints leading to incidents
  • Ensure that all security tools and technology operate with high availability
  • Routinely monitor internal and external policy compliance and perform required remediation activities
  • Routinely monitor regulation compliance and perform required remediation activities
  • Contribute to the assessment of cybersecurity risks associated to new technologies
  • Contribute to audits of policies and controls as needed
  • Maintain an active role in cybersecurity incident activities
  • Use existing tools or develop mechanisms to generate reports and indicators conveying the cybersecurity posture of the MDOT MPA
  • Collaborate with other IT personnel to ensure the continuous operation of surveillance systems
  • Collaborate with other IT personnel to ensure continuous operation of access control systems
  • Provide support to specialty Port Operations Security Systems (POSS) as required
  • Contribute to the development of new or updated Standard Operating Procedures as required
  • Contribute to the development of automated scripts supporting Standard Operating Procedures as required
  • Use appropriate monitoring and reporting systems to ensure reliable operation of the IT infrastructure
  • Operate software and tools to manage the infrastructure, including hardware/software monitoring, software patching, and configuration management tools
  • Provide on demand after hours technical application support as needed
