OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.Responsibilities and DutiesOCT currently has an opening for an Acquisition Specialist to work with our federal client, the Defense Counterintelligence and Security Agency Security Education and Training System (SETS) Program Office. This position reports to the OCT Corporate Executive as well as the Contracting Officer’s Representative (COR). This position is funded and requires filling immediately.Day to day responsibilities will include:

Provides independent expertise in federal laws, regulations, and DoD instructions governing acquisition program lifecycle management in support of milestone decisions and Component Acquisition Executive (CAE) approval process.

Provides expertise in the capital planning processes including Planning Programming Budgeting and Execution (PPBE), Capital Planning and Investment Control (CPIC), and Office of Management and Budget (OMB) Circular A-11.

Facilitates the establishment and maturation of the PEO’s governance structure, internal controls, and culture to meet executive goals and improve performance.

Supports Programs and Plans, Leadership, Project Management, and Integrated Product Teams (IPTs) regarding acquisition framework, documentation, sources and alternatives, analysis, planning, and approval.

Apply familiarity with the Federal Acquisition Regulations (FAR) and the ability to relate concepts to logistic, planning, and analytical efforts.

Assists in the preparation and development of contract documentation, such as Market Research Reports, Performance Work Statements, and Independent Government Cost Estimates (IGCE), etc.

Provides guidance on the government contracting process to include development of the solicitation material, the solicitation review process, and the contract award process.

Assists in the development of milestone documentation to support a systems acquisition through any of the adaptive acquisition pathways.

Requirements

Must be a US Citizen.

Ability to obtain and retain a Secret clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check.

Federal Acquisition Certification in Project/Program Management (FAC-P/PM), DAWIA, Project Management Professional (PMP), or equivalent certification.

Experience as an 1102, KO, Contract Specialist, or COR and FAC-C, Defense Acquisition Workforce Improvement Act (DAWIA), or commercial equivalent certification.

At least 8 years of experience providing expertise like the responsibilities listed above

Ability to interface with senior levels of management.

Ability to recommend improvements to current and future team operations and processes.

Ability to research, gather, and synthesize data.

Ability to present conclusions and recommendations to management.

Ability to prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking purposes or for inclusion in required and ad hoc reports.

Ability to plan / organize work.

Have excellent oral and written communication skills.

Must be able to perform in a hybrid office environment at the discretion of the client (working on-site as requested while maintaining the equipment necessary/provided for remote work).
