About the Position: This Program Analysis Officer position serves as Business Management Chief for Project Manager Cyber and Space locatedoutside Ft Meade in Hanover, MD Responsibilities Provide general and specific management oversight of subordinates regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis. Establish program goals and objectives, develops resource estimates, and determines resource allocations for the organization. Ensure program objectives, planning, and execution include consideration and coordination with similar DA programs. Perform the full range of administrative and technical supervisory duties. Responsible for understanding and actively supporting the PEO/PM Affirmative Action/Equal Employment Opportunity (EEO) Program. Develop and present convincing oral/written presentations to all levels of government and industry management. Analyze, coordinate, and recommend proposals and revisions to DoD, other/joint service, DA or industry initiatives and policies for assigned programs. Specialized experience is defined as performing ALL of the following duties: 1) Developing acquisition and financial policies and guidance for assigned program initiatives to manage the acquisition lifecycle of products/programs to include cost, schedule, and performance; 2) Developing and tracking budget and planning activities within a Project Management office to ensure requirements are accomplished; and, 3) Managing the acquisition lifecycle and documentation of assigned projects at each stage to identify and develop required programmatic documentation. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
