Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Program Analysis Officer position serves as Business Management Chief for Project Manager Cyber and Space locatedoutside Ft Meade in Hanover, MD Responsibilities Provide general and specific management oversight of subordinates regarding assigned program initiatives, to ensure effective program implementation and consistency with existing policies on a long-term basis. Establish program goals and objectives, develops resource estimates, and determines resource allocations for the organization. Ensure program objectives, planning, and execution include consideration and coordination with similar DA programs. Perform the full range of administrative and technical supervisory duties. Responsible for understanding and actively supporting the PEO/PM Affirmative Action/Equal Employment Opportunity (EEO) Program. Develop and present convincing oral/written presentations to all levels of government and industry management. Analyze, coordinate, and recommend proposals and revisions to DoD, other/joint service, DA or industry initiatives and policies for assigned programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Developing acquisition and financial policies and guidance for assigned program initiatives to manage the acquisition lifecycle of products/programs to include cost, schedule, and performance; 2) Developing and tracking budget and planning activities within a Project Management office to ensure requirements are accomplished; and, 3) Managing the acquisition lifecycle and documentation of assigned projects at each stage to identify and develop required programmatic documentation. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. This position requires a 3-year tenure agreement. Must sign DD form 2888 (Critical Acquisition Service Agreement) and execute, as a condition of employment, a written tenure agreement.
