Bachelor of Science Degree in Quality, Engineering, Business Administrative or Information Systems and Data Analytics, or a related field.

In lieu of a Bachelor's degree, an Associate’s Degree in Quality, Engineering, Business Administrative or Information Systems and Data Analytics, or a related field and two (2) years of progressively responsible experience in a Quality Assurance Industrial, or manufacturing engineering environment, in addition to experience stated below, will be considered.

Experience

A minimum of four (4) years of progressive responsibility and experience in the field of quality and quality audit, in a manufacturing or industrial environment

Certification/Licensure

N/A

Preferred

International Organization for Standardization (ISO) 9001 Lead Auditor Certification or an equivalent certification such as the American Society for Quality, Certified Quality Auditor Certification (CQA) within 2 years of hire.

The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.SUMMARYThe Quality Compliance Officer audits, tests, diagnoses, identifies, analyzes and recommends solutions to problems related to all phases of operations activities, including personnel skills required (emphasis on identifying training needs), and systems performance, facilities, equipment and associated procedures in support of CMOR. The incumbent assists in the development of and ensures the implementation of quality programs in all maintenance, procurement and engineering branches. Additionally, the incumbent monitors contractor compliance with quality plans in major projects and verifies that the audited system, program branch and equipment is operationally effective and safe.ESSENTIAL FUNCTIONS

Reviews and/or interprets complex documents such as: engineering documents, drawings, schematics, diagnostic/repair manuals, policies, standard operating procedures, processes and work instructions to determine accuracy in accordance with quality procedures, internal directives and regulatory requirements from external entities.

Observes, measures and documents the performance of equipment, systems, facilities, procedures, processes and employees to ensure compliance with established standards and safety requirements.

Recommends improvements in the areas of observation in the performance of machines and personnel.

Provides guidance and input to the development of Quality Control (QC) and Quality Assurance (QA) programs for CMOR

Conducts quality audits, investigations and testing of parts, materiel, assemblies, equipment and the processes performed by personnel for adherence to established quality and safety standards. #Effectuates CMOR Policy and Procedures through the audit process.

Utilizes complex testing equipment and procedures and interprets test procedures and results to determine the quality of the work product performed and reports findings.

Recommends modifications to existing maintenance procedures, equipment configurations and work methods to improve the overall efficiency, effectiveness and safety of functional offices.

OTHER FUNCTIONS

Complies with the reporting of any violation of WMATA safety policies, procedures, guidelines and established rules, to prevent incidents and ensure consistent operation of business functions.

Utilizes standard report structure and standardized templates to record inspection data, maintain accurate records and deliver data/results from inspection activities to direct supervisor, to ensure the provision of accurate, trackable data and to maintain compliance with internal and external requirements for reporting and records maintenance.
