Provides oversight for the accountability framework to ensure Departments of the Commission effectively and efficiently deliver on service level targets, programs, projects, and initiatives of the Commission, in alignment with the priorities established by the General Manager and Commissioners, by leveraging data and analytics.Works collaboratively with organizational leadership to manage performance and ensure accountability throughout the commission’s administration and operations, support performance improvement measures, lead strategic plan development and implementation, and support implementation of key initiatives. The Division Manager, Performance and Accountability assists in implementing H2OStat, a program encompassing performance management, enterprise data strategy, innovation and strategic planning purposely and deliberately using data to effect prioritization, deployment of resources, and continuous improvement. Supervises standard professional work in data analysis and projects related to process and continuous improvement in the areas of quality, operations, productivity, and cost using continuous improvement methodologies, data, and tools.Essential Functions· Supervises General Manager’s Office of Performance and Accountability employees including selecting or recommending selection, training, assigning, and evaluating work, counseling, disciplining, and/or termination or recommending termination.· Champions data visualization and process improvement tools to increase utilization within departments to translate data into insight, process mapping, and performance improvement.· Identifies opportunities for advanced analytics that support the priorities of the Commission.· Acts as the Director in the absence of the Director of Performance and Accountability.· Advises the Director on the elements of performance and accountability management, strategic planning, implementation of key initiatives and work plan management.· Supervises Performance and Accountability Analysts and Project Managers who have strategic planning, data analysis, and process improvement within their portfolios. Reviews associated materials and deliverables for accuracy and thoroughness. Ensures follow-up on action items identified in performance review sessions.· Assists in the development of strategies for improving performance and maximizing the effectiveness of the organization.· Provides strategic and analytical support and leadership on major Commission initiatives, as well as facilitating solution implementation.· Performs and oversee the collection, assessment, research, and analysis of data for strategic planning, performance management, and process improvement to identify ways to enhance operations and effectiveness.· Assists in the design of and facilitate effective group processes to enhance collaboration, learning, communication, decision making, and alignment in the organization.· Monitors current and emerging organization development trends to evaluate applicability to the organization.· Coordinates recruitment, selection, training, and assignment of Performance and Accountability Analysts and Project Managers.· Coordinates assignments for stats and department support for strategy, data, and process improvement efforts.· In collaboration with the Director, develops the budget for the Office of Performance and Accountability using relevant data to project future needs.· Supports the Director and General Manager in a leading role to develop and promote a continuous improvement culture throughout WSSC Water.· Works collaboratively with leadership and business divisions/sections throughout the Commission to support the use of data for improved decision making, gaining input on requirements for today’s report/dashboard needs and gaining consensus on a strategic data roadmap; Expands the capabilities of WSSC Water staff and technologies to deliver enterprise-wide insights through data dashboards, analytics, and warehousing solutions.· Leads cross-functional projects using advanced data modeling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.· Communicates results and business impacts of analysis insight initiatives to WSSC Water leadership.· Collects and prioritizes data analysis needs from across the Commission to determine.· Oversees the design and delivery of reports and insights that analyze business functions and key operations and performance metrics, for example:· Produces the Commissioner Performance Report that communicates progress toward WSSC Water’s Strategic Priorities. Establishes procedures for the cross-organizational collection of data, provides analysts with training to interpret results and prepares Executives on results and potential questions.· Oversees analysts’ data collection of Key Performance Indicators (KPIs) as part of WSSC Water’s participation in American Water Works Association ( AWWA ), Water Research Foundation ( WRF ) and other benchmarking groups.· Leads annual process for leadership to select targets for Key Performance Indicators, facilitates cross-organizational efforts to quantify progress, identifies planned improvements and risks to achieving progress (in coordination with Enterprise Risk Manager).· Plans and designs the technical infrastructure to support business intelligence, incorporating best practices.· Provides guidance to leadership on how to engage middle management and front-line employees in performance information. Experience in data warehousing methodologies, architectures, and technologies that are used to transform data into usable and actionable information

Experience working with and creating databases and dashboards using all relevant data to inform decisions

Experience using analytics techniques to contribute to organizational improvement efforts

Experience developing SQL and PL/ SQL queries

Experience with data visualization tools: Power BI, Tableau, R-Shiny, etc.

Project and partnership management experience
