Title:Foreign Military Sales (FMS) Logistics Development Program ManagerKBR Is seeking a Foreign Military Sales (FMS) Logistics Development Program Manager to join our Team. Selected candidate will lead a diverse team of professionals supporting international customers. Candidates should be prepared to accel in a fast paced, multi-cultural environment. Oversees and approves task planning on several large projects or product lines; approves resource requirements and effort estimates; establishes direction for functional team and direct reports across a suite of projects to balance product line priorities; is responsible for project data integration and tracking of financials, quality levels, and implementation of corrective actions based on variance and critical path analysis for the entire product line; balances customer expectations with internal business goals; participates in business planning efforts and approves results.
Responsible for program management financial success while meeting customer needs per agreed commitments. Exercise budget authority typically between $50- 80M in budget. Value range may be set by division to adjust for business conditions.
Build and maintain U.S. and International relationships to expand KBR’s position within the Global Defense Eco-System for sustainment support with emphasis on United Kingdom, Australia, Canada, and New Zealand as a foundation for KBRs AUKUS positions.
Analyzes international strategies and identify partnering opportunities to position KBR’s sustainment capabilities with US Federal, State, international government, industry and academia that builds upon a sustainment CONUS and OCONUS network for economic growth.
Responsible for the management and execution of the full life-cycle sustainment supply support process options across multiple simultaneous pursuits and proposals. Collaborate with supply chain and procurement teams to integrate sustainability principles into sourcing, logistics, and supplier relationships .
Leads large functional teams through execution steps of a process roadmap and understand project implications associated with process integration.
Advanced knowledge and use of business concepts and accounting principles associated with the project cost and budgetary planning/control occur on a regular basis. Typically interfacing and working with business unit controller and marketing organizations to pursue or control business opportunities.
Understanding of all aspects of business operations and associated cost are required. In addition, the PM typically leads activities involved in the development of the fiscal AOP for multiple sites/teams associated with the product line, along with the business unit controller.
Will serve as an expert in estimation methods, critical path analysis, earned value techniques and be able to integrate process and quality dimensions into the balance of resources, time and functionality.
Basic Qualifications:
BS / BA Engineering or Business with at least 10 years of directly related experience. Advanced Degrees preferred. Extensive Program Management Experience and increasing leadership responsibility preferred. In lieu of formal education, 18 years of directly related experience will be accepted.
Experience must include at least 5 years of functional or program management experience.
Experience must include at least 10 years of professional experience in Defense acquisition, and three (3) years of experience in support of Navy Acquisition management, to include specific knowledge of FMS and Defense Security Assistance Programs is required.
Must have p roven experience leading teams to establish new sustainment opportunities that benefit CONUS and OCONUS operations.
Must be e xperienced in Foreign Military Sales (FMS) processes and procedures.
Must have the ability to represent the PM organization as a domain expert.
Demonstrated ability to build coalitions across Program Competencies, DoD Agencies or business units to leverage enterprise solutions relevant with Security Cooperation support is required.
Must have experience with aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.
Experience in initiating and maintaining technical direction within broad program management objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability.
Must have comprehensive knowledge of acquisition policies and procedures.
Must have knowledge of the requirements of the DoD 5000 series to include planning, organizing, and managing critical aspects of the development, production, and/or deployment of capabilities for systems, subsystems, and equipment, and managing program cost, schedule, performance, and risk.
Must be able to work with a large and diverse team and to effectively provide guidance, direction and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.
Program.
Must have understanding of PM community trends in industry and academia, including tools and theories of practices.
Must have an active secret level security clearance.
