The Health Informatics Specialist will be responsible for spearheading the implementation, optimization, and utilization of health information technology systems to enhance client care delivery, improve clinical workflows, and facilitate data-driven decision-making. This role requires a collaborative leader who can work with cross-functional teams to design, implement, and continuously improve health information technology solutions in line with healthcare best practices and regulatory standards. Your expertise in clinical informatics will empower the WMATA team to proficiently and efficiently use electronic health records (EHR) and related systems to enhance employee safety and care delivery.Key responsibilities include designing, configuring, testing, and evaluating health information technology solutions, such as EHRs and interfaced systems, clinical decision support tools, and other healthcare technologies, with a focus on continuous improvement. The informatics specialist will develop health information systems that support the collection, sharing, standardization, and integration of healthcare data. Additionally, the role will conduct workflow analysis, process mapping, and other clinical informatics methodologies to document the current state functioning across clinical roles and patient care areas to identify and prioritize opportunities for improvement. This specialist will also act as a bridge between clinical, operational, and IT departments, utilizing clinical knowledge to develop innovative solutions.The Health Informatics Specialist will lead the strategic planning and execution of clinical informatics initiatives to support patient care, patient safety, and operational excellence while providing subject matter expertise to ensure the effective integration of health information technology systems.MINIMUM QUALIFICATIONSEducation

Bachelor's degree in Health Informatics, other health related field of study, Business or Administration; Information Technology or a related field.

Or in lieu of the degree an additional four (4) years of experience in informatics work that includes data analysis, systems configuration, systems planning, or database administration.

Experience

Five (5) years of experience in health informatics work that includes data analysis, systems configuration, systems planning, or database administration is required.

Preferred

Master's degree in Health Administration, Public Health, Business Administration

Knowledge of information systems configuration, data exchange, and systems design; computer operations, systems, and procedures; statistical, data analytical, and visualization applications; computer programming languages; and information security policies and procedures is preferred

The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.SUMMARYThe Health Informatics Specialist delivers data-driven technical products, demonstrates strong analytical and problem-solving skills, and provides high-quality recommendations to the leaders of the multi-faceted Occupational Health and Wellness Department, (Clinical Services, Employee Assistance Program, American Disability Act Program, Drug and Alcohol Compliance Program, and Health and Wellness Strategy) and the authority. The Specialist uses health information technology expertise, medical terminology knowledge, and keen critical thinking skills to perform exploratory data analysis and data mining for the optimization of complex clinical processes, development of key performance metrics, predictive analytics, and other solutions that maximize clinical efficacy and operational efficiency. The incumbent designs, develops, and interprets analytic results, to support healthcare business objectives and solutions, and translates complex information technology (IT) and computer concepts into results and data findings in an easily understandable format for varying levels of the organization.ESSENTIAL FUNCTIONS

Oversees the design, implementation management, coordination, and execution of a variety of compliant Health software applications and systems which includes secured data repositories for OHAW and across the authority.

Leverages knowledge of healthcare data systems for collection, reporting, and interface capabilities ensuring compatibility with current/future health data system environment.

Develops technological solutions to support care delivery and business needs.

Collaborates with various offices within Digital Modernization, to plan, design, define, and document functional requirements for E-Systems within Occupational Health & Wellness (OHAW).

Leads the analysis and interpretation of quantifiable health data, to forecast clinical and operational business needs.

Develops, designs, and maintains processes and procedures for data collection and storage.

Conducts Data Analysis of OHAW¿s Programs to identify areas of opportunity and risk and provide data-driven planning.

Extracts, collects, mines data, and provides visualizations of data sets for internal and external reporting.

Communicates regularly with OHAW and Metro leadership to interpret analysis and identify trends and patterns for optimal decision making.

Creates, maintains and distributes ongoing Data Visualizations and dashboards for internal and external stakeholders.

Develops data workflow processes for multiple Health Programs to collect critical and required data for analysis.to meet performance benchmarks and regulatory compliance.

Develops Technical Guidance Documents and Training Manuals, to accommodate all levels of Health Data System users.

Ensures Compliance with Healthcare Standards, Laws, Regulations, and Ethics.

Develops an intradepartmental data quality assurance & quality control review process to ensure data integrity .
