This role is part of an internal organizational development and change management team that drives organizational effectiveness, leadership development, and coaching across the organization.The successful candidate will have a passion for helping organizations solve complex challenges and support them through critical transformations. They will lead and drive agile, leadership-focused, and high-performing talent management programs and initiatives. Additionally, they will design, develop, and deliver leadership development programs. They will offer data-driven solutions by presenting and reviewing progress towards goals and objectives, measuring program effectiveness, and identifying opportunities for enhancement. They will suggest innovative actions to further drive results.The candidate must have a proven ability to simultaneously manage multiple projects across a variety of stakeholders, appropriately navigating expectation management and priority conflicts.MINIMUM QUALIFICATIONSMinimum EducationBachelors degree in Human Resources, Organization Development, Organization Behavior, Industrial-Organization Psychology or Business Administration.Minimum Experience
Seven (7) years as an internal Organizational Development consultant while effectively partnering with external consulting firms. Demonstrated experience leading cultural change and influencing key stakeholders.
Experience in HR transformation efforts and/or workforce trends that influence organization culture. Five (5) of these years must have been working with culture change, Organizational Effectiveness, management/leadership development, and/or Organization Development principles and deploying organization effectiveness, team effectiveness, and change management tools such as Prosci.
Preferred Qualifications
Master's degree in human resources, Organizational Development, Organizational Behavior, Industrial-Organization Psychology or Business Administration.
Certification: Prosci Change Management Practitioner

This role involves assessing organizational needs, developing strategies to improve performance, and fostering a culture of continuous learning and development. The Specialist works closely with senior management to identify leadership gaps, development leadership training, and lead change management initiatives.Key responsibilities include conducting training sessions, facilitating workshops, leverage data and insights to continuously evaluate the effectiveness leadership development programs, and providing coaching and mentoring to WMATA leaders. The incumbent enhances organizational collaboration, improves communication, and builds organizational capacity.JOB DUTIESPrincipal Job Duties
Assess organizational development needs through surveys, interviews, and data analysis.
Design and implement leadership development programs that align with the organization's strategic goals.
Facilitate workshops and training sessions on topics such as change management, team building, and leadership skills.
Provide coaching and mentoring to leaders to enhance their effectiveness.
Develop and monitor metrics to evaluate the impact of development programs.
Collaborate with HR and senior management to support leadership development and talent management initiatives.
Stay current with industry trends and best practices in organizational and leadership development.
Proactively addresses and responds to Organization Development (OD) issues by bringing stakeholders together, to assess root causes and performance gaps implementing and/or supporting implementation of appropriate interventions, including strategic planning, tactical and project planning, facilitation, leadership coaching, instruction, program design, materials development, and performance analysis.
Uses data, benchmarking and research to build business cases and expert recommendations to senior leaders on organizational capability gaps and appropriate solutions to strengthen the business.
Facilitates large-scale change initiatives, in support of Washington Metropolitan Area Transit Authority (WMATA)¿s strategic goals.
Facilitates, supports, and consults on organizational structure design, and redesign efforts to ensure the realization of intended business objectives.
Initiates, supports and facilitates endeavors to enhance organizational effectiveness through interventions based on structure, programs, processes, and systems aimed at gaining a sustainable competitive advantage.
Develops strategies that assess organizational change readiness. Facilitates mindset shifts and/or behavior changes, across a diverse set of stakeholders and geographies.
Improves group and departmental functioning and facilitates group and departmental planning and interaction to improve group and department productivity, decision making and performance in a team-based and program management-based cultural environment.
Identifies and uses assessments and surveys, to analyze individual and group behavior. Recommends strategies for making needed changes.
Builds trust and collaborates with teams in a virtual environment. Partners effectively with partners within HR and OD leaders across the enterprise, to transfer knowledge and skills.
Influences and supports changes in organizational behavior. Serves as an internal consultant to facilitate team building, resolve work group conflict, and change in group norms, values and culture.
