DescriptionThe Project Director will manage the $100-300 million, five-year USAID-funded Strengthening Infectious Disease Detection Systems (STRIDES) project. The project will contribute to preventing and mitigating the increasing occurrence and severity of epidemics, pandemics, and other emerging infectious disease threats by:

Strengthening detection capacity and systems at the national and sub-national levels for both human and animal laboratory networks and increase access to quality laboratory services for diseases of public health importance.

Supporting the development of sustainable surveillance systems, using event-based (EBS) and Indicator-based surveillance systems (IBS) to detect events of significance and for public health and health security.

Providing technical assistance to develop and strengthen host country capacity in data collection and analysis for sample testing, analysis, and disease reporting.

Providing targeted technical assistance during outbreaks for detection, surveillance, and data analysis and management.

The Project Director will provide overall vision and leadership for the project including technical direction; external engagement with USAID/Washington, USAID missions, subcontractors, host country governments, and local partners and stakeholders; project delivery oversight; and financial and contractual compliance. The PD will set a positive tone and inspire staff to achieve high quality implementation of project results. The position is based in Rockville, MD with international travel. The position reports to the Global Health and Development line of business lead.Responsibilities:In collaboration with USAID, the Project Director is responsible for driving, articulating, and implementing a strategic vision for the project. This role will provide oversight of project activities, develop and maintain strong partner and client relationships, ensure efficient and compliant project, financial, and contractual management, and support the project’s thought leadership contributions. Responsibilities specifically include:

Liaise routinely with the client on project planning, execution, contract and budgeting issues, and other high-level client management issues. Serve as primary strategic point of contact for subcontractors.

Set direction for annual workplan development and implementation. Identify opportunities for integrated planning and implementation to create synergies between program areas.

Cultivate relationships with key stakeholders across STRIDES’s country programs, US and mission-based clients, and global health security thought leaders.

Foster the project’s thought leadership in core technical areas including contributing leadership in own area of technical expertise and catalyzing technical leadership from across the project consortium.

Directly and indirectly supervise project staff including supporting staff orientation, career development and staff performance.

Mentor, support, manage, and inspire a team of highly qualified technical staff and align their efforts in concert with program goals to ensure rapid and sustainable results.

Lead the partner consortium to leverage the full power of the partnership to meet project objectives and client needs.

Ensure quality program implementation, including financial and operational policies and processes.

Guide the analysis, synthesis, and reporting of outputs and results in collaboration with the monitoring, evaluation and learning team.

Represent the project at outside meetings, conferences, and other client-endorsed events.

Ensure that the project meets all contractual deliverables and reporting requirements.

Required Experience and Qualifications:

A minimum of a master’s degree in science, management, public health, or an equivalent field.

A minimum of 15 years of experience working in global health.

A minimum of 5 years of experience in the following:

Serving as lead or deputy lead for projects with similar scale, scope, and complexity.

Working within USAID’s operating environment, policies, and initiatives.

Demonstrated ability to manage multiple partners across multiple countries/geographies.

Demonstrated ability to create and maintain effective working relations with host country governments and international organizations (including senior government officials), and US Government Agencies.

Preferred Experience and Qualifications

Experience with global health security or infectious disease programs, ideally with activities related to detection and surveillance.

Experience with buy-in mechanisms, including developing workplans and budgets in response to mission requests.

Experience starting up country programs, including multiple programs simultaneously.

Experience living and working in low- and middle-income countries.

Demonstrated experience leading and motivating diverse, multi-country project teams.

Language proficiency in French or Spanish

NMED is used by the regional staff and Agreement States to keep track of nuclear materials events, including tracking events of interest about licensees prior to performing inspections. Headquarters staff uses the database to keep track of trends across the country and within the regions, whether there are any generic issues that require follow-up, and as a means to keep information in one accessible location. The selectee will be required to acquire/ maintain the necessary project management training for managing a contract, including Contract Officer Representative (COR) certification. The selectee will be required to initiate and manage contract support for assigned tasks and project activities. The selectee will also have responsibility for coordination of enforcement actions involving regional and Headquarters’ nuclear material licensees and certificate holders and represent NMSS in Office of Enforcement and regional interactions, as appropriate. The selectee is expected to provide clarification of the regulations in support of enforcement actions, reviewing all escalated enforcement actions involving HQ material licensees and certificate holders before issuance, and relay requests for clarification of NMSS’s policy to NMSS management, as appropriate.
