GENERAL SUMMARY OF POSITION

The Clinical & Community Director of Youth Services oversees the Clinical and Community operations of Centerboard’s Youth Services programs. The Clinical & Community Director of Youth Services ensures that all clinical and community services conform to standards set forth in all RFRs and Contracts, as well as state and federal licensing standards and is responsible for the overall design and implementation of community and clinical programming. The Clinical & Community Director of Youth Services will work closely with the Residential Director of Youth Services to ensure safe, effective, evidence-informed service delivery across all Youth Services programs.

ESSENTIAL JOB FUNCTIONS

Oversee design and implementation of therapeutic care for participants in youth services programs; ensure that each youth/family receives quality therapeutic care while adhering to federal and state licensing regulations.

Provide direct clinical supervision to all clinical staff and provide informal clinical supervision of all program staff as needed.

Provide clinical and administrative supervision to Clinical Clinicians and Community Program Directors.

Develop and oversee the implementation of survivor-informed, culturally relevant policies and procedures to ensure all aspects of service delivery are trauma-informed and evidenced-based.

Ensure implementation of all requirements of Rehab Options per the rehab options contract.

Ensure completion of required assessments on all clients; ensure updates to assessments when indicated.

Ensure completion of individualized treatment and discharge plans based on an ongoing assessment of needs according to contract and licensing standards; provide clinical review of plans.

Ensure program implementation of treatment plans, review treatment plans regularly to ensure effective service delivery.

Ensure safety plans are developed and updated as required.

Oversee design and implementation of staff training toward the implementation of a solid, clinical treatment program, create and conduct training as required.

Lead clinical staff meetings to discuss residents and support staff, provide direction and guidance around implementation of clinical service plans.

Ensure completion all required clinical documentation in a professional, timely manner

Support programs in times of crisis

Ensure the provision of meaningful professional development for all staff; schedule trainings.

Participate in the Essex County DA’s Office Multidisciplinary CSEC Task Force monthly and the provider subcommittee as scheduled; Participate in other community partnership-building opportunities

Ensure close communication with all state and federal regulatory entities, contract managers, and/or funders to ensure adherence to standards and quality partnerships.

Review program outcomes data at least quarterly and oversee implementation of data-driven changes; share data with stakeholders, including completion of required external and internal reports.

Meet monthly with program leadership teams to ensure effective service delivery.

Ensure coordinated, comprehensive clinical care across in-house and community-based programs.

Complete other tasks or job assignments as required.

COMPETENCIES AND QUALIFICATIONS

Master’s degree in Social Work or Counseling and Licensed Independent Clinical Social Worker (LICSW) certification required. Two- Five years of experience and the ability to provide feedback, guidance, and creative leadership to direct reports. Supervisory experience required. Required to pass initial competency evaluation as well as continued assessments of professional development and future trainings. Must have a valid driver’s license. Access to and use of a personal vehicle may also be required. Consistently meet professional license requirements.

PREPARATION, SKILLS & TRAININGS REQUIRED

Required trainings include CPR/First Aid, Orientation training, HIPAA, OSHA, Ethics and Boundaries, Trauma Informed Care, Vicarious Traumatization, CSEC: Understanding and Responding to Victims, Advanced Clinical CSEC training, and any other related trainings offered by Centerboard, Inc. Behavior management and/or collaborative problem-solving skills or training is necessary.

Required skills include the ability to prioritize tasks, communicate effectively/professionally, flexibility in a changing environment and strong organizational skills.

All employees are required to attend refresher training to maintain certification compliance and to exemplify competency of skills for each of the trainings.

SUPERVISORY RESPONSIBILITY (IF APPLICABLE)

Directly supervises Community Program Directors and Clinical staff. Ensure feedback, coaching and counseling to direct reports to achieve essential outcomes of each program as required by individual contracts. Manage development opportunities including ensuring direct reports attend essential trainings.

WORKING CONDITIONS/PHYSICAL DEMANDS

This position will require some physical labor which may include waking, driving and meeting clients at locations other than the designated office. Actively participating in meetings and/or groups with clients is required. The ability to walk upstairs, sit, stand and perform essential duties is a requirement for this position.
