Risk Oversight – VP ComplianceOur client in Holyoke, Mass. the largest and most admired community bank in Western Massachusetts, is seeking a Risk Oversight – VP Compliance to join their team. The Risk Oversight – VP Compliance works with compliance department leadership as an overall Compliance specialist with a focus to maintain and enhance the Bank’s CRA and Fair Lending programs, complaint management, compliance training. Subject matter expert in overseeing the Bank’s compliance program and other compliance related functions. Contributes to the overall Risk Management team by sharing knowledge and expertise, contributing to sound decisions, acting as a trusted adviser to the business, developing and maintaining productive internal and external relationships.Essential Duties and Responsibilities include the following. (Other duties may be assigned)CRA & Fair lending

Manage relationships with Wolters Kluwer for CRA and HMDA Whiz, help business lines with HMDA data and submission, and run reports within the software for CRA and Fair Lending

Review, determine eligibility, and document bank’s community development lending, investments, donations and volunteer services/hours for CRA qualification

Produce quarterly reports on lending, donation and investments, community development lending, and services.

Review and provide analysis, through mapping and other reports, of the bank’s lending activities in Low/Moderate Income census tracts and High Minority Concentration census tracts.

Perform annual Fair Lending Risk Assessment.

Coordinate CRA strategy and reporting working with key stakeholders to establish goals, and strategies.

Oversee fair lending testing with vendor(s).

Prepare and maintain the bank’s CRA Annual Public File Update; including analysis and decisions of what should be included.

Review lending files (HMDA/CRA) to determine “in/out” of assessment lending areas and makes recommendations on potential impact of loan purchases and sales.

Provide insight and answer CRA and Fair Lending questions from management and staff and coordinate the use of outside help when needed from compliance consultant(s).

Update organization on CRA, Fair Lending, and other compliance related procedures as needed.

Build and maintain relationships with industry contacts within the CRA and Fair Lending sectors; monitor regulatory changes and evaluate internally for potential increased risk - integrate into risk assessment and strategy.

Compliance Management

Provide oversight, reporting and analysis of the bank’s compliance management program.

Responsible for determining and assigning initial risk ratings for customer complaints with emphasis on potential UDAAP, fair lending, discriminatory issues or consumer harm.

Review complaints daily and alert the appropriate department(s) for a response; compile quarterly reports on customer complaints.

Review and track all complaints from regulatory agencies and ensure responses are submitted within required timeframes.

Track all complaints and resolutions and analyze any trends or root causes.

Obtain and review third party complaints from lines of business, adding them to the Bank’s tracking and reporting.

Compliance Education/Training

Assist in the support, education, and training of all associates to build CRA and Fair Lending awareness within the organization. Assist with the development of training materials as needed.

Partner with HR to oversee the on-line ABA training system. Periodically review and determine assignment of modules and work with Line of Business to recommend training to the Compliance Officer.

Actively monitor ABA for any changes to on-line training system or updates/changes to courses offered.

Other Compliance responsibilities

Serves as a back-up to the VP-Compliance on compliance issues including marketing and disclosure reviews.

Works on projects including but not limited to risk assessments, writing policies and procedures, and advising business lines on compliance implications of business initiatives.

Completes all yearly compliance training and testing and complies with bank, federal, and state regulations and Bank Policies and Procedures. Adheres to departmental and bank-wide service standards.

Education and/or Experience:

College Degree and industry and subject matter experienced required or an equivalent combination of education and experience.

CRCM not required but will be considered a value-add

Excellent understanding of the rules and regulations regarding CRA and Fair Lending plus a working knowledge of other compliance regulations.

Experience working with CRA and Fair Lending software preferred
