POSITION OVERVIEWThis position utilizes knowledge of Civil Engineering standards and practices to plan, survey, design, review, and manage various construction projects including streets, sidewalks, water, stormwater and sanitary sewer; prepare responses to citizen inquiries; and provides technical assistance to other city departments and outside consultants ensuring consistent adherence to all relevant City, State and Federal codes and engineering standards. The project manager position performs more plan review, project administration, and during construction services while technician positions perform more surveying, drafting, and design work as directed by the city engineer, senior technicians, or project manager.QUALIFICATIONS AND REQUIREMENTSExperience, Education, and Training

Requires a high school diploma or equivalent.

5 years of construction project management, land surveying, engineering, or B.S. in Civil Engineering preferred.

The ability to use AutoCAD drafting software to prepare engineering drawings

One or more years of experience with computer aided drafting and surveying practices.

Understanding of civil drafting and construction processes.

Computer literacy and familiarity with Windows.

Requirements

Must pass pre-employment drug test/physical and submit to periodic drug testing as required by applicable laws.

May be required to work weekends or a variety of shifts.

Subject to emergency call-in.

At least 18 years of age.

Must have no felony convictions.

Must have a valid Drivers' License.

FUNCTIONSEssential Functions

Utilizes technical expertise to plan, survey, design, and prioritize street, sidewalk, water, storm water, sanitary sewer, and other public and private construction projects. Develops proposals, cost estimates, schedules, and necessary documents to prepare a project for bid and award a contract to a qualified contractor. Provides plan review for consultant prepared plans. Develops technical specifications for material and equipment ensuring work is completed in a safe and professional manner, and is compliant with City, State and Federal codes and engineering standards.

Assists the City in right of way and easement surveying, staking, and acquisitions. Holds public, pre-bid, pre-construction, and utility coordination meetings relevant to specific projects. Provides coordination assistance between consultants, contractors, city utility departm nts, and private utility companies before and during the planning, design and construction phases of the project.

Develops change orders to contracts and tracts and processes pay requests from contractor. Identifies potential construction problems during the planning, surveying, design and construction phases to prevent costly changes. Makes routine site visits to inspect and survey work in progress by contractors and assist in assuring design plans are executed accurately, complying with City ordinances and accepted engineering practices.

Meets with developers and others interested in construction projects to provide insight, clarification and information relating to their questions and interest in upcoming projects assuring for politeness and professionalism.

Responds to citizen inquiries, investigates concerns, make presentations, answers questions providing analysis, recommends solutions and presents the City's position in a timely, clear and concise manner.

Advises and provides technical assistance to city departments and agencies. Conducts research to make educated and factual recommendations. Collects and interprets data such as traffic counts, accident reports, and sewer and water flow information.

Assists with mapping city right of way, roads, utilities, and infrastructure. Inspects and ensures private connections to or on these city facilities are properly constructed and mapped.

Assists with the City's geographic information system in upkeeping data including but limited to addressing, zoning, structures, streets, storm sewer, and utilities.

Makes recommendations to the City Engineer and others regarding the level of compliance of all plans under review. Seeks input and advice.

Assists the City Engineer in prioritizing work.

Other RequirementsPhysical:Ability to withstand extreme weather conditions; traverse rough terrain on construction sites, while working near creeks, ditches, manholes, culverts, storm drains, and traffic on City streets. Normal physical strength to handle 50 lb. objects, considering frequency. Normal physical balance: ability to maintain balance and physical control. Normal coordination and endurance, including eye/hand, hand/foot, dexterity of hands and fingers, etc.Average accessibility of all work sites required for the position. Average exposure to weather, temperature extremes, chemicals and fumes, heights, cramped spaces, dust, loud noises, darkness, and work safety hazards. Average amount of overtime/extended work hours required.Mental:Above average concentration/intensity: prolonged mental effort with limited opportunity for breaks. Above Average memory, considering the amount and type of information. Above average complexity of decision making. Above average time pressure of decision making. Above average analytical and conceptual thinking. Above average verbal, nonverbal, and written communication.
