GENERAL DESCRIPTION: Assist the Property Manager in the day-to-day front line operations of the property in these primary duties: prepare and schedule Desk Clerks ensuring adequate coverage and replacements when needed, train and motivate all new clerks, and monitor the traffic in and out of the building. Collaborate with site team and residents to create and strengthen a healthy community, facilitate on-site communication with vendors and proper authorities when appropriate. May assume leadership role as the individual responsible for the property in the absence of the Property Manager.

I. QUALIFICATIONS

EDUCATION: High school diploma, required.

EXPERIENCE: Minimum of one (1) year of administrative, office, accounting, and/or customer service, including as a desk clerk, preferred. Two (2) years strongly preferred.

Property management work experience and knowledge of applicable local and federal housing laws, helpful.

Knowledge of Yardi database and real estate property management applications, helpful.

5. Legally operate a motor vehicle (valid drivers license).

6. Demonstrate good verbal and written communications.

7. Basic proficiency of MS Word and property management software; effectively operate office equipment.

8. Treat a variety of people with respect and compassion.

9. Represent Mercy Housing in a professional manner at all times.

10. Understand and support the mission and values of Mercy Housing.

II. ESSENTIAL JOB FUNCTIONS/RESPONSIBILITIES

A. TECHNICAL/FUNCTIONAL

1. Primary point-of-contact for third party vendors providing Desk Clerk staff including the administration and training of the Front Desk Clerk functions, preparation of the weekly schedule, and arrange for replacement staff when needed. Ensure that scheduling does not result in unauthorized overtime.

2. Keep accurate logs of all visitors to the property; field and assist with resident services requests and stewards timely and satisfactory completion; respond to emergency situations by contacting the appropriate agency and/or authority; efficiently inform property management of any unusual activity; submit Incident Reports, when necessary.

3. Provide administrative support to include distribution of memos, notices, and other documents; create new files and archive old ones; enter data in resident accounts receivable ledgers; code invoices in a timely and accurate manner.

4. Follow and enforce all fair housing and local landlord and tenant laws and regulations. Assist with resident record documentation to comply with appropriate affordable housing regulations. Maintain a general working knowledge of state laws with regard to the collection of delinquent accounts.

5. On a monthly basis, assist with collection of rent and other income, make bank deposits, and forward receipts to National Office. Assist with the leasing process from initial application to move-in when needed.

6. Collaborate with site team and residents to create and strengthen a healthy community, facilitate on-site communication, and monitor property goals. Attend all staff meetings.

7. Conduct patrols of the entire complex and surroundings according to a schedule outlined by the Property Manager and other appropriate supervisory staff; report malfunctioning equipment to maintenance staff. Enforce the appropriate building policies and property rules to include the No Loitering Policy for the property; monitor Parking White Zone in front of building and enforce policy.

8. Assists with the leasing process from initial application to move-in.

B. AMERICANS WITH DISABILITIES ACT (ADA) REQUIREMENTS

Physical: Occasionally required to push/pull object less than 30 pounds, walk, climb stairs and enter/exit buildings that are under construction, occasionally, without normal ingress/egress available.

Sensory: Frequently required to read fine print on documents. Able to speak clearly and make self understood, while also understanding others using the English language.

Cognitive: Continuously able to understand and relate to concepts behind specific ideas and remember multiple tasks/assignments given to others over a period of days. Able to concentrate on moderate detail in both office and field with moderate interruption. Able to attend task/function for more than 60 minutes at a time.
