Reliability Engineer III

An experienced engineer that drives the safe and reliable operation the District's electrical generating assets. The individual is assigned accountability for specific engineering and asset management programs and provides timely technical analyses on plant equipment and systems, and operating and maintenance practices, in order to ensure economic and technically sound operations. Position is primarily based centrally at the corporate headquarters but may be called upon to serve on-site at any of the generating stations. Works closely with OPPD generation facility staff, other departments within OPPD, outside vendors, and/or contractors to acquire information, resolve problems and implement solutions. Generation Asset Management is responsible for 3 general functions to support operation of OPPD¿s generation assets. This engineering role will primarily work in 1 of these functional areas but also support the other areas when needed. Those areas are as follows:

Engineering Programs (i.e. boiler reliability, welding, high energy piping, etc)

Long Term Asset Management (e.g. developing Asset Management Plans)

Predictive Maintenance (PdM) and Rotating Equipment Subject Matter Experts

With little to no technical direction, provide Asset Management engineering services for OPPD electrical generating facilities to assure safe, economical and reliable operation, based on education and within engineering discipline.

Implement testing, inspection and predictive maintenance programs for power generating equipment and systems.

Analyze test, inspection and predictive maintenance results and make sound engineering recommendations to improve plant operation and maintenance.

Produce accurate, thorough, and concise reports, both written and oral, presenting results of engineering analysis performed and recommendations for further action.

Provide technical direction of outage projects, including coordination of internal craft and external contractor work.

Conduct acceptance testing following major modifications or construction of new equipment or systems.

Perform testing and analysis to ensure compliance with regulations and project objectives. Review proposed regulations for impact on the operation of power plants.

Prepare feasibility studies and cost evaluations to recommend projects and as input to budgeting process.

Develop and implement Asset Management Plans for Utility Operations.

Establish long term asset management strategies and plans

Develop proactive and predictive tracking, trending, and reporting of reliability metrics and improvement recommendations to achieve operational, financial, and customer satisfaction goals

Accountable for detailed understanding of assigned programs including the principles of implementation, industry best practices, and appropriate processes/procedures.

Accountable for a complete understanding of all applicable governmental, Code, Industry standards, and environmental regulations.

Accountable for the detailed understanding of internal procedures, policies, and reliability standards.

Accountable for safety, reliability, operability and economy of assigned tasks and projects.

Leads multi-disciplinary teams of both engineers and craft in execution of projects as assigned.

Qualifications

Required:

Four (4) year Bachelor of Science in Engineering degree (ABET-accredited degree) OR Professional Engineer (PE) certificate

Four (4) years of equivalent engineering work experience. Special projects and committees including technical skills may be considered for experience durations. Master's degree may be considered for up to two years of experience.

Demonstrated knowledge and understanding of the utility industry and power generation

Knowledgeable in the various regulations and codes, which apply to the specific engineering discipline.

Demonstrated effective written and oral communication skills with the ability to adapt the communication for a varying audiences

Vibration Category II Certification or within first year of employment (PdM Only)

A valid driver's license

Desired:

Familiarity and experience with Ventyx (Asset Suite), Cognos, AutoDesk (CAD, Inventor, Vault), Bentley MicroStation, PeopleSoft

Minor, Masters, or certification in data analysis or analytic techniques.

Master's degree in Engineering or Business.

Engineer in Training (EIT/FE) or other relevant industry-level education / certification

Working knowledge of ISO 55000

Applicable qualifications or certificates from Institute of Asset Management or equivalent professional body

Supervisory, Leadership, or Management experience

Strong knowledge base in power plant programs

Strong knowledge base in Predictive Maintenance

Demonstrated capabilities of researching engineering and operational issues, evaluating alternatives, making sound recommendations, and presenting recommendations.

Advanced MS Office Professional Skills (Word, Excel, PowerPoint, and Outlook).

Electric utility power plant operation and maintenance exposure.

Understanding of codes and regulations applicable to power generation facilities

Electrical - experience with medium voltage equipment and large generators

Mechanical ¿ experience with boilers and turbines

Category IV vibration analyst certification (PdM specific)

Experience balancing rotating equipment (PdM specific)

Certification or training in any of the following: Lubrication Analysis, Motor Offline/Online Motor Testing, Infrared Thermography. (PdM specific)

Familiarity and experience with field vibration diagnostic equipment and software such as provided by Bently Nevada or SKF. (PdM specific)

Salary Grade: S5

Minimum: $94,112

Midpoint: $117,640
