Position: System Engineer Duration: 1 year Location: Carson City, NV (Hybrid)

Experience and skills are in order of importance.
Have a minimum of six (6) years of experience working as a System Engineer specifically with telecommunications infrastructure systems assets including fiber optic cabling, conduit, and copper systems and their related components;
The ideal candidate should have one or more of the following certifications:
Fiber Optics Technician (FOTC), Electronics Technicians Association
Fiber Optics Installer (FOIC), Electronics Technicians Association
Certified Premises Cabling Technician (CPCT), Fiber Optic Association
Certified Fiber Optic Technician (CFOT), Fiber Optic Association
Certified Fiber Optic Specialist, Splicing (CFOS/S), Fiber Optic Association
Certified Fiber Optic Specialist, Testing (CFOS/T), Fiber Optic Association
Certified Fiber Optic Specialist, Outside Plant (CFOS/O), Fiber Optic Association
Certified Fiber Optic Specialist, Design (CFOS/D), Fiber Optic Association
Other vendor or vendor-neutral certifications may be considered on a case-by-case basis.
SCOPE OF WORK Consultant must:
Have knowledge of Multiprotocol Label Switching (MPLS), Synchronous Optical Networking (SONET), Wavelength Division Multiplexing (WDM), or Dense Wavelength Division Multiplexing (DWDM) systems;
Develop and maintain telecommunications infrastructure management databases/mapping in the TOTS 3-GIS application, or similar telecommunications infrastructure management software;
Provide as-designed splice details and outside plant cabling and conduit information for internal or external partners' planning activities;
3-GIS, or similar telecommunications infrastructure management software experience preferred;
Develop and maintain NDOT telecommunications infrastructure specifications;
Develop and maintain NDOT telecommunications infrastructure acceptance test plans;
The consultant will assist NDOT with the review, coordination, and creation of the information needed to support NDOT and partner agencies' projects;
Typical assignments are expected to be as defined below:
Create, review, or update splice detail diagrams for NDOT and other partner agencies or joint construction partners;
Meet with contractors/consultants to identify field conditions (i.e., splice details, fiber count, cable size, number of conduits, GIS location of the plant, etc.);
Review and redline plans and construction specifications for compliance and consistency with NDOT ITS standards and industry-standard best practices;
Facilitate telecommunication infrastructure designs between NDOT and Design Consultants;
Provide oversight and construction management of NDOT-managed fiber projects;
The consultant will assist NDOT with field verification, contractor support, or other related telecommunications infrastructure management tasks as assigned;
Typical efforts might include:
Conducting and verifying fiber optic telecommunications infrastructure acceptance test plans on behalf of NDOT;
Assist NDOT with special projects as they relate to the communications, fiber management, and Advanced Traffic Management Systems programs;
Perform typical fiber testing and troubleshooting using common fiber test equipment (i.e., Optical Time Domain Reflectometers (OTDR), Visual Fault Locators (VFL), and Optical Loss Test Set (OLTS);
Verify fiber repairs, maintenance, or system enhancements (i.e., new or repair work related to fiber optic cable splicing, conduit system pathway usability, etc.);
Develop reports (concepts, training manuals, database queries, etc.);
Assist public/private partners with environmental clearances on joint projects;
Assist public/private partners on best practices for construction in the NDOT rights-of-way.
Assist the ITS Manager with the creation of agreements, negotiations, and amendments to the agreements between the Department and private agency service providers as part of the management of the NDOT Infrastructure Sharing Program.
Work within an agile project management environment;
Complete assigned work according to the specifications and standards set by the State and industry best practices;
