Headquartered in Oak Ridge, Tennessee, Navarro has active programs in place across the nation for DOE/NNSA, NASA, and the Department of Defense.The Work Control and Technical (WCTM) Manager provides support to the Navarro projects by administering the Work Control Program and developing work packages for project field execution of work. The WCTM position will be based at the Molasky Office in Las Vegas, Nevada. The WCTM will lead and ensure field personnel have the proper planning, processes, and resources to conduct field activities and progress is being made as planned. In addition, the WCTM works with internal resources to plan and conduct periodic maintenance, modification, decontamination, demolition, construction, or operation of facilities, and systems. The WCTM Manager will function as the lead person or technical expert to direct the work of others, develop and implement procedures or guidelines for project planning resources. Lastly, the WCTM will develop technical scopes of work for subcontracts, services, and procurements as well as generating requisitions for project purchase of equipment, tools, materials, and consumables. General Responsibilities and Knowledge Skills: Experience in procedural compliance within a regulated nuclear industry. Willingness to work in a diverse environment with management, staff, and craft personnel. Skill and ability to perform moderately complex professional tasks under general supervision. Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job. General knowledge of Health and Safety, Radiation Protection, Waste Operations, and Environmental coordination and requirements related to planning and execution of work. Overseeing onsite and offsite constructions to monitor compliance with building and safety regulations. Meet contractual conditions of performance metric development and reports. Provide support in long range planning, procurements, and schedule development. Identify, analyze, manage, and mitigate risks regarding work package development and execution. Ensure quality construction standards and the use of proper construction techniques. Ability to organize and maintain accurate and complete records.Specific Responsibilities and Knowledge/Skills: Manage the work control and technical program and support personnel to ensure work packages are scheduled, developed, approved, modified and closed out. Possess knowledge of work implementation processes and procedures, Work Control and the Integrated Safety Management System (ISMS), OSHA, and Regulatory and applicable State and Federal standards. Possess knowledge and functional competency with standard computer programs (Word, Excel, and PowerPoint) and other software, e.g., presentation graphics, flowcharting, database, efficient skills in oral and written communication and highly developed organizational skills. Manage and coordinate the logistics and work sequencing of the work control program including multiple subcontract scopes. Manage and develops work packages for project execution which includes decontamination and demolition of facilities, the removal of hazardous materials and generation of compliant waste packages for onsite burial. Develop technical scopes of work for subcontracts, services, and procurements as well as generating requisitions for project purchase of equipment, tools, materials, and consumables. Work independently under consultative direction, technically competent to work on the most complex work planning activities. Utilize independent judgment to provide solutions to wide range of difficult work planning problems. Act as lead person or technical expert to direct the work of others, develop and implement projects and resources and write procedures and guidelines. Perform broad range of work planning activities of substantial depth. Interface with individuals or groups from inside and outside the organization, senior management, as well as high-ranking officials. Must be able to justify, defend, negotiate or settle matters involving significant or controversial issues. Experience with D4 (Deactivation, Decommissioning Decontamination, and Demolition) and various methods for instituting. Ensures records are accurate and always maintained.Working Conditions: When working at the DOE Facility, Molasky Building work is primarily office support, work performed at the NNSS the work is primarily field related where physical effort may be required, up to and not limited to lifting, bending, reaching, standing, and walking for long periods of time. Must have the ability to wear personal protective equipment and to work in remote, desert environments. Requirements BS in a related field plus 8 years related work experience preferably with operations or planning in the DOE and/or commercial nuclear industry including experience for nuclear D&D or field remediation projects. A combination of education and related professional work experience may be considered for equivalency. Experience with direct hire radioactive demolition and management of lower tier subcontractors for D4 scope execution. Demonstrates expertise in a variety of the field’s concepts, practices, and procedures.
