application package.Learn more about this agencyResponsibilitiesThe Education Specialist functions as an independent, self-directed
professional educator/staff development specialist and is
responsible for provision and coordination of customer-focused
performance-based educational services for all employees. The
Education Specialist partners with all services/departments for the
achievement of organizational objectives which require education and
training. The Education Specialist completes assessments of
education, training and staff development needs; provides
consultation to departments/services in the area of staff
development and training. A leader in program development, the
Education Specialist assesses, measures, and evaluates outcomes of
education/training/programs and implements/coordinates/conducts
activities to improve Veteran care, staff performance, and
attainment of work, individual and/or organizational goals. The
incumbent is responsible to provide for affective, as well as, the
cognitive and psychomotor educational needs of the employee to
maximize performance. Educational activities can be conducted
through traditional, simulation, multimedia, and teleconferencing
modalities. Familiarity with adult learning theory and techniques
appropriate to the audience and educational medium is essential.Work Schedule: Monday through Friday 8:00 AM to 4:30 PM with
occasional off tour hours for educational programs/events.

QualificationsTo qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 06/12/2019.Time-In-Grade Requirement: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. For a GS-11 position you must have served 52
weeks at the GS-09. The grade may have been in any occupation, but
must have been held in the Federal service. An SF-50 that shows your
time-in-grade eligibility must be submitted with your application
materials. Note: Time-In-Grade requirements also apply to former
Federal employees applying for reinstatement as well as current
employees applying for Veterans Employment Opportunities Act of 1998
(VEOA) appointment.
Basic Requirements:Bachelor's Degree or (Higher Degree) that included or was
supplemented by at least 24 semester hours appropriate to the
position to be filled in one or a combination of the areas described
below. At least one course must have been from (1) or (2) below.
Tests and measurement: Study of the selection, evaluation,
administration, scoring, interpretation, and uses of group and
individual aptitude, proficiency, interest, and other tests.
Adult education: Study of the adult as a learner,
teaching-learning theories for adults, models and procedures for
planning, designing, managing, and evaluating adult learning
activities.
Educational program administration: Study of the foundation
and methods in organizing for adult and continuing education
programs.
Curriculum development or design: Study of the principles
and techniques for development of curricula for adult or
vocational education programs.
Teaching methods: Study of teaching strategies and learning
styles of the adult learner.
Guidance and counseling: Study of the purposes and methods
in counseling and guidance, the role of the counselor in various
settings, approaches to counseling, and the uses of tests in the
counseling situation.
Career planning: Study of career development, learning
activities, systems, approaches, program coordination, use of
educational and community resources, and vocational counseling
systems.
Occupational information: Study of theories of occupational
choice and vocational development and their application to the
guidance process. Identification and utilization of various
types of occupational information and resources.
In addition to meeting the basic requirement above, to qualify for
this position you must also meet the qualification requirements
listed below:You may qualify based on your experience and/or education as
described below:
- Specialized Experience: You must have one year of
specialized experience equivalent to at least the next lower
grade GS-09 in the normal line of progression for the occupation
in the organization. Examples of specialized experience would
typically include, but are not limited to: Applying knowledge of
organization and relevant governing or accreditation bodies
training requirements for employees; Applying skills gained
through developmental experience or relevant study in applying
training development principles and techniques in a specialized
area (e.g., course materials, instructional methods); Abreast
about the range of treatment and skills needed for adult and
geriatric patients related to physical limitations, unique
psychological needs, cultural spiritual needs and age associated
illnesses and conditions; overseeing and maintaining
computerized documentation and reporting of employee training
data; evaluating adult learning with particular emphasis on
outcome evaluation over time; applying knowledge and application
of skills in the principles, techniques and practices of adult
learning; designing curriculum utilizing sequencing learning and
knowledge of instructional strategies; designing, evaluating,
and developing employee development programs, training plans,
course methods, materials and aids; applying the HPDM model,
design and evaluation criteria to training plans, course
materials and aids with the purpose of improving employee
development; planning, organizing and prioritizing work
assignments within time frames established by management;
working effectively with various subject matter experts to
design content and delivery mechanisms that meet the needs of
the organization and lead and/or participate in highs specified
task or group projects to a point of completion; communicating
effectively about all kinds of training issues to employees,
supervisors, managers and vendors; identifying major issues,
program goals and objectives, work processes and operations of
the organization; develop, evaluate, and plan programs utilizing
current resources when possible to meet the training needs of
organization employees; and utilize complex computer sills,
computer security computer network procedures, and teach those
skills to employees at all levels of the organization; OR
- Education: Applicants may substitute education for the
required experience. To qualify based on education for this
grade level you must have successfully completed (3) years of
progressively higher level graduate education leading to a Ph.D.
degree or Ph.D. or equivalent doctoral degree which would
demonstrate the knowledge of skills, and abilities necessary to
do the work of this Education Services Specialist position
