For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Duties Description The Mineral Resources Specialist 4 (MRS 4) manages work related to oil, gas and other regulated wells in Region 9 and is critical to the many orphaned well plugging projects and methane reduction efforts New York is currently engaged in. Duties may include: Supervising and evaluating the work of subordinates including the preparation of work plans, training of staff, making work assignments, and designating regional work priorities. Providing technical services and advice within the division and department as well as to operators, municipalities, other agencies, and the public. Taking the lead role in extremely complex and controversial studies, proposals, and initiatives. Reviewing permits for environmental suitability and compliance with ECL Article 23 and associated regulations. Signing permits. Preparing affidavits, presenting testimony, and serving as a State witness at public hearings and court proceedings. Taking an active role in modifying and updating law, regulations, and policies to ensure regulated activities can be conducted in a manner that protects public health, safety, and the environment. Respond to Emergency situations and be involved with emergency preparation, training, response as necessary, which may include weekends and after hours. Inform the Regional Director and Assistant Regional Director of program accomplishments, priorities, high-profile situations, and emerging issues through timely and effective verbal and written communication. Work with the Regional Director and communications team to communicate in a positive and productive manner on Oil and Gas matters with internal and external constituents including the media, elected officials, municipal, and business and environmental leaders. Direct responses to correspondence requests in a timely manner. Respond to general inquiries, complaints, and high-profile incidents in a timey manner. Perform administrative duties with respect to time and attendance, travel and budgeting, vehicle and equipment usage, performance evaluations, internal controls, and ensure program staff are in compliance with related Department and Program guidance and policies, including health and safety and mandatory trainings. Manage, maintain, and secure equipment and program files consistent with Department policies and guidance. Complete special tasks as assigned by the Regional or Assistant Regional Director.
