SUMMARY : Responsible to ensure Biometrics timekeeping data matches Corporate Time and Attendance (CTAMS) records on a weekly basis. Review and compare data from both systems to ensure employees are being paid only for time worked, resolving any discrepancies with Operating departments. Responsible to ensure the timely and accurate flow of information necessary for the processing of the Engineering Department’s payroll, including the review and processing of adjustments, for both Division 1 and Division 5 employees, while ensuring compliance with corporate and department Policy. Assist in the implementation of all administrative processes, including claims, leaves, and Absence Control. This position is responsible to review, adjust and approve employee electronic overtime punches in the time and attendance system. Responsible for reviewing daily overtime for approximately 1,800 Engineering craft employees. Responsible for reviewing and processing all Engineering PAR submissions ensuring accurate and timely updates to employee records for all changes resulting from bids, bumps, promotions, separations, leave, etc. RESPONSIBILITIES: Responsibilities may include but are not limited to:
Weekly review of Biometrics timekeeping data against CTAMS records to ensure employees are only paid for hours worked. Resolve discrepancies with Operating departments, as required. Manage biometric enrollment of employees. Manage biometric clock health and act as liaison with IT for any issues.
Assist with managing Engineering Department processes with respect to payroll and other administrative functions. Research, analyze and report statistical data that impact the department’s resources, including labor forces and payroll. Evaluate current administrative processes within the department to ensure consistency among all Engineering disciplines. Make and implement recommendations to streamline processes to be more efficient. Develop and maintain an Engineering administrative and labor distribution procedural manual to enforce consistent standards among disciplines. Identify, analyze and recommend viable solutions to payroll system problems. Interface with the Engineering disciplines concerning the CTAMS Payroll systems for divisions 1 and 5 payrolls. Establish working relationship with all disciplines to maintain communication of field concerns pertaining to payroll and administrative procedures.
Evaluate, approve and request CTAMS access for users. Maintain the CTAMS system by making all necessary changes that affect the weekly/annual payroll, including changing and adding pay rules/shifts that will affect payment to all Division 1 employees. Ensure all annual accruals (vacation, sick, personal days) are accurate and being charged correctly in the CTAMS system. Ensure accruals for Military and FMLA are set up and being charged correctly. Manage the weekly uploads/transfers to the HRIS system (PeopleSoft) for automatic updates to employee department/gangs and pay locations. Upload and release the weekly payroll to the Corporate Payroll Department for review and processing. Serve as coordinator and trainer for CTAMS. Ensure accuracy of vacation balances between Engineering and Human Resources and reconcile discrepancies, ensuring that corrections are made. Coordinate with Corporate Payroll/MTA-IT and the various disciplines to implement all contractual changes affecting payroll. Assist in analyzing end user requirements for identified system needs and assist in the implementation, operation, and maintenance of the payroll system.
Process weekly Divisions 1 and 5 (CTAMS) payrolls. Review all division 1 timecards in CTAMS to ensure that hours, pay rules, and calculations are correct. Review all entry in CTAMS for division 5 employees to verify attendance/pay is correct. Process pay adjustments for both divisions. Direct administration staff in department disciplines on application of union rules, CTAMS functions, and related departmental procedures. Process, print, and verify all payroll reports and notate reports for distribution to the relative internal departments and external departments (HR, Payroll, etc). Review and approve daily overtime in CTAMS for all Engineering craft employees. Review and prepare all payroll adjustments. Investigate and research all discrepancies and recommend appropriate payment.
Manage the clerical staff (Payroll Information Clerks). Approve and coordinate all time off and direct staff under all circumstances to ensure deadlines are met. Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
Coordinate and manage personnel changes. Review and process PARs. Timely updating of PARs for wage progression, status changes, resignations and retirements. Assist in managing and tracking long-term disabled Engineering employees ensuring all required paperwork is completed in a timely manner and all status change information is accurately maintained in database/spreadsheet. Provide guidance to administration staff in department disciplines regarding LIRR policy and Engineering Department procedure on status changes.
Coordinate and manage the LIRR Military Leave Policy and Family and Medical Leave (FMLA) within the Engineering Department. Ensure that employees requesting/approved for leaves under these policies meet all requirements and provide appropriate documentation. Monitor and audit all leaves for continued eligibility. Maintain employee files and database/spreadsheet and ensure all required paperwork and information is obtained and distributed to necessary departments (i.e., BSC, Human Resources, Payroll). Ensure that employees are properly paid for related absences. Provide guidance to administration staff in department disciplines regarding all leaves of absence.
Manage the Engineering Department’s sick note process. Review sick notes daily, and update CTAMS appropriately to capture compliance with the Absence Control Policy. Evaluate and reconcile any sick note discrepancies. Ensure sick note procedure database/spreadsheet are reviewed, recorded, and assessed on a daily basis. Provide initiation and documentation for progressive discipline for violation of the Absence Control Policy in a timely manner.
Track and audit all Sick, Personal and Bereavement days. Audit the Weekly Time Distribution Report and confirm the Labor Sheets from the field conform to labor agreements. Investigate and research all discrepancies and recommend appropriate course of action. Move all non-approved time to appropriate pay codes. Research, document and correct invalid time punches in CTAMS. Contact appropriate engineering discipline to resolve issues such as unsigned labor, missing labor, missed punched etc.
Perform other assignments as requested by Senior Management.
QUALIFICATIONS:
A). Required
Bachelor’s degree in Business or related field or an additional four years of demonstrated equivalent work and education in lieu of degree.
Must possess a minimum of 2 years related administrative/payroll experience.
Must possess thorough knowledge of payroll systems (i.e., KRONOS or related system).
Must possess experience developing reports utilizing Excel.
Must possess working knowledge of related corporate policies and procedures.
Must possess knowledge of divisional operations and corporate policies and procedures.
Must possess strong analytical and problem-solving skills with demonstrated ability to identify problems and make sound, appropriate recommendations for solutions.
Must be self-motivated and possess analytical and administrative skills with the ability to meet deadlines and produce accurate work.
Must possess strong interpersonal and communication skills with a professional level of integrity and the ability to deal with various levels of the organization.
Must possess the ability to perform multiple tasks simultaneously and establish priorities.
Must possess proficient computer skills with working software applications knowledge (i.e., Word, Excel, Access).
Must be available to work extended hours and/or weekend hours if necessary.
B.) Preferred
Experience supervising clerical/office administration staff.
Familiarity with LIRR Policies/Procedures and applicable Union Agreements and Work Rules relating to payroll.
Related LIRR professional experience.
LIRR Engineering Department or Operating Department payroll experience.
Experience utilizing payroll systems (i.e., Kronos, PeopleSoft).
