Health Safety Environmental Security Manager
Knowlton Technologies is seeking a qualified Health Safety Environmental Security Manager to join our team.
SUMMARY: This position will lead and manage all matters concerning health, safety, environmental and security of the facility and employees, there by assisting the facility in achieving its vision of zero incidents.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned by facility management and the Eastman corporate HSES team as coordinated by the Director of Operations.
Health
Manage compliance of employee health policies including injury management, accident investigations and hazardous chemical safety data sheets. Manage employee health initiatives such as:
Injury management to minimize the effect of injuries on the employee and the company incident rate metrics (i.e. LWCIR, OIR, TIR)
Accident investigations to determine root cause of incidents and application of corrective action plans
Safety data sheet inventory up to date and accurate
Medical supplies and first aid kits in facility
AED/CPR Inspections/Training Coordination
Safety:
Manage continuous improvement of a mill wide safety program that is exemplary of the highest industrial standards. Assist management in formulating policy and regulations relating to safety culture improvement including:
Maintain and manage the effectiveness of site policies and procedures such as: lockout/tagout, confined space entry, hot work, fall protection, etc.
Coordinate and conduct safety-related training per company policies and OSHA requirements
o Coordinate/Plan Safety Training Day(s)
Select and maintain safety and personal protective equipment. Manage safety supply company
Active participant in Safety Committee
Develop, coordinate, organize and communicate safety inspections and audits of various safety and regulatory requirements
Conduct new employee safety orientations and routine safety training sessions and tool box talks
Conduct contractor safety orientations for shutdowns and outside contract work
Coordinate completion and maintenance of job hazard analyses
Maintain and update emergency response plans and procedures
Assist in implementation of process safety management plan for flammable chemicals
Maintain training records
Monitor and communicate activities with safety-related work orders
Assist with risk assessment evaluations of new or modified equipment
Environmental
Manage compliance efforts for federal, state and local environmental regulations relating to air, water, solid waste, hazardous waste and universal waste. Provide positive, professional, effective representation of KT LLC to regulatory agencies. Manage monitoring and reporting requirements for environmental regulations such as:
Title V Air permit
SPDES Waste Water Permit
o Waste water treatment plant operations
SARA Title III Hazardous Chemical Inventory
Toxic Release Inventory
Great Lakes Water Withdrawal
City of Watertown Waste Water Permit
Stormwater Pollution Prevention Plan
RCRA Hazardous Waste
Universal Waste disposal
Underground Storage Tank requirements
Mill Water Treatment System
Recycling programs
Other miscellaneous regulatory requirements
Security
Manage security initiatives of the facility to insure the safety and security of employees and property such as:
Alarm system monitoring and upgrades
Fire suppression systems testing and upgrades
Emergency evacuation plans, procedures and drills
Security camera system monitoring and upgrades

Supports, maintains and continually improves Knowlton Technologies, LLC Quality Management System in accordance with requirements of the IATF 16949 International Standard. Employee has the role and responsibility to follow the work instructions and Current Best Practices that support the KT Value Stream Maps.
QUALIFICATION REQUIREMENTS: To perform this job successfully the incumbent must accomplish each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:
Bachelor's degree required in occupational safety, environmental or related engineering field. Minimum 5-10 years experience in manufacturing environment with managerial experience preferred. Certified Safety Professional is also a plus.

Strong verbal and written communication skills, good analytical skills, the ability to handle multiple tasks and responsibilities and the ability to work in a cooperative, team-oriented atmosphere

Strong computer skills in standard office software programs

Since the facility is located on multiple levels, the employee must possess the ability to climb stairs on a routine basis.
