Incumbent demonstrates sound techniques in complex nursing care
procedures and basic care of the acutely ill and chronic patients in
all areas of the VHSO's health system. The LPN will demonstrate
initiative, assume responsibility for improving knowledge and
skills, demonstrate sound clinical judgment, and adapt to patient
needs.Learn more about this agencyResponsibilitiesFully meet all performance requirements for the GS-5 LPN/LVN;
demonstrate technical proficiency in initiating, performing and
completing assigned duties in providing care to patient populations
at all complexity levels and care settings. Requires minimal
supervision.Performs the functions of the LPN, GS-5, and in addition, is
responsible for primary nursing care to an assigned group of
selected patients and is responsible for the plan of action in
carrying out patient care assignments.Functions as a Mammography Coordinator/nurse navigator by serving as
a liaison between the patient, the non-VA provider, and the VA
facility. Monitors the delivery of care, coordinating such care
(documentation, pt. notification and screening/follow-up care, etc.)
and tracking outcomes of services that have been furnished through
purchased care. Maintain statistical data on all women Veterans as
assigned by Women's Health and Office of Community Care leadership.
Conducts trending and tracking of women Veterans receiving
mammography screenings through Breast Care Registry or other
tool(s).The incumbent reviews medical records and generates authorizations
for Clinics of Jurisdiction for Fee/Non-VA Care for the Veterans
Health Care System of the Ozarks (VHSO), and for making eligibility
determinations for the various programs in OCC. Works closely with
OCC RNs to ensure proper authorizations are issued and appropriate
correspondence is sent to vendors. Updates, monitors, and tracks all
authorized Non-VA Care services in the Fee Basis Claims System and
VistA Appointment Management System. He/she acts as a liaison
between the veteran and the vendors regarding Fee/Non-VA workload.The incumbent reviews and determines veteran's eligibility for
specialty programs in the OCC programs and appropriately processes
their authorizations. He/she discusses eligibility for programs or
specific claims with vendors, veterans, and/or service officers.
Must have thorough knowledge of program eligibility and must be able
to apply regulations to each individual veteran.The incumbent receives phone calls, requests, questions and
complaints and initiates resolution actions. Handles issues and
questions presented by Veterans, vendors, and other authorized
agents. Maintain contact with medical and clerical staff in various
units and with outside vendors.Immediately notifies supervisor/team lead of any problems related to
authorizations for Non-VA Care, vendors, documentation or any other
situation that may have a negative impact on delivery of services to
Veterans.The incumbent prepares, composes, or reviews correspondence prepared
for the purpose of obtaining or supplying information.

taken or transmits requested materials usually related to common
requests or questions. Replies are clear statements of facts

QualificationsTo qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 09/18/2019.Basic Requirements:1. Citizenship: Non-citizens may be appointed when it is not
possible to recruit qualified citizens in accordance with VA
Policy.
2. Education: Graduate of a school of practical or vocational
nursing approved by the appropriate state agency and/or accredited
by the National League for Nursing Accrediting Commission (NLNAC) at
the time the program was completed by the applicant. Additional
information may also be obtained from the NLNAC Website. Exceptions
include:- Health care education in the military service or training
in the military service which is accepted by the licensing body in
the jurisdiction in which the individual is licensed as qualifying
for full LPN/LVN licensure will be accepted as meeting the education
requirements for VHA employment.- The education requirement is
waived for VHA employees who were converted to appointments under 38
U.S.C. 7401(3) in implementation of Public Law 98-160, enacted
November 21, 1983, and for VHA employees converted to appointments
under 38 U.S.C. 7405 in implementation of Public Law 99-576, enacted
October 28, 1986; and for their future personnel actions under this
authority. The waiver will not apply to persons appointed under 38
U.S.C. 7401(3) or 7405 after these conversions.- Individuals granted
a license by a jurisdiction that does not require graduation from an
approved school.
3. Licensure: Condition of employment.
4. English Language Proficiency: Licensed practical or
vocational nurses appointed to direct patient care positions must be
proficient in [both] spoken and written English as required by 38
U.S.C. 7402(d), and 7407(d).Experience refers to paid and unpaid

programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religions; spiritual; community;
student; social). Volunteer work helps build critical competencies,
knowledge, and skills and can provide valuable training and
experience that translates directly to paid employment. You will
receive credit for all qualifying experience, including volunteer
experience.Grade Determinations: GS-6:Completion of at least one (1) year of additional qualifying
experience at the GS-5 level or equivalent, fully meeting all
performance requirements for the GS-6 LPN/LVN.
Technically proficient in initiating, performing and completing
assigned duties in providing care to variable patient populations.Knowledge and ability to appropriately carry out assigned patient
care based on the patients' conditions; to use judgment in selecting
the appropriate order and sequence of procedures and treatments; and
to accurately recognize, report and record relevant] patient
information. Completed work should need only a general review by a
registered nurse (RN) or physician (MD/DO)] for appropriateness and
conformity with [established policies/procedures.Ability to observe, identify and respond to the patient's needs for
care, including medication, equipment-assisted care and
