Incumbents are expected to develop advanced skills and to have the ability to work independently, with guidance limited to unusual or complex projects or issues. They are fully competent in use of concepts and procedures. They identify problems, develop solutions and take actions to resolve. This is the third level of the CM classification hierarchy. In addition to the duties and expectations stated in CM I and CM II, employees at this level manage work in CM areas of specialization with minimal supervision. Incumbents have advanced skills and the ability to work independently with guidance limited to unusual or complex projects or issues. In-depth knowledge of civil, electrical, digital, and mechanical discipline configuration practices and standards. They are fully competent in CM concepts and procedures. They identify problems, develop solutions and take actions to resolve. They are Subject Matter Experts (SMEs) in one or more CM competencies (EDB, Drawings, EC Reviews, CAS Modules, etc.). In-depth understanding of EC programmatic interfaces (Fire Protection, Security, RP, Seismic, Q Class, Equipment Labels, etc.) to ensure that information is properly updated. Thorough understanding of CM roles in support of external organizations. They provide site wide leadership in selected CM areas. They can lead the CM team when the CM Manager is unavailable. Responsibilities
Competencies are high in many CM roles and responsibilities. Has the ability to independently prepare engineering change drawings and sketches across various disciplines. Provides technical expertise and guidance to DES, Major Projects, Engineers of Choice, etc. in the resolution of Configuration Management issues including training and assisting/mentoring fleet and site personnel. High knowledge of CM procedures and processes and how these interfaces with other site/fleet procedures.
Develop, review, and implement Configuration Management related Engineering Changes based on pre-authorized design and configuration changes. This includes identifying the changes to CM information such as drawings, vendor manuals, EDB, procedures, equipment labels, PMs, etc., and the impact to other organizations to ensure the CM EC is fully reconciled. Ability to provide leadership across the site on CM imbalances and the proper resolutions.
Performs CM Reviews of Engineering Changes that are complex. Represents CM at EC Review meetings for the disposition of CM EC review comments. Participates on owner reviews of ECs performed by EOCs and Major Projects. Incumbents have a strong understanding of CM principles and how they apply to all areas of design, systems, and programs. Understands EC impacts to stie groups and their programs. Verifies/checks work of others.
Investigate and evaluate moderate to complex CM discrepancies to determine proper resolution. Provides direction and leadership for resolution of Configuration Management issues including training and assisting/mentoring fleet personnel. Supports plant walk downs to confirm proper configuration management and document/database reconciliation to the physical plant. Able to research and resolve CM discrepancies by in-depth research across past configuration changes and ECs.
Completes non-routine CM projects with minimal oversight with the ability to independently manage project schedules and interfaces. Employee knowledge and contribution is critical to the project outcome.
Engages employee to help determine proper and best solution to resolve CM discrepancies.
Coaches and mentors CM teammates and site groups on CM standards and procedures.
Required/Basic Qualifications
Associates degree in Computer-Aided Design and Drafting or Associates degree in Engineering with 4 years related work experience
In lieu of Associates degree(s) AND 4 year(s) related work experience listed above, High School/GED AND 7 year(s) related work experience
Desired Qualifications
In addition to desired degree, 7 years related work experience
MicroStation and/or Auto-CAD
Additional Preferred Qualifications
Advanced CM knowledge skills, abilities, and related tools. A demonstrated knowledge of the Consolidated Asset Suite Modules is required with specific emphasis on Equipment Data, Engineering Change, Work Management, Supply Chain, Action Tracking, and Controlled Document modules. Incumbents at this level may be authorized to perform technical reviews (e.g., exemption from 50.59 screening). Incumbents have an in-depth working knowledge of CM and Engineering processes and procedures.
Subject Matter Expert in the use of one or more Consolidated Asset Suite Modules (e.g., Control Docs, EDB, EC. Work Management, Action Tracking, etc.) in performing assigned CM duties. Recognized by peers as the SME. Key contributor to CM procedures, problem resolution, and revisions; at times leads improvement efforts.
In-depth knowledge in the fundamental CM and Engineering concepts, practices and procedures; proficient in technical and internal leadership competencies necessary to handle assignments of increasing complexity.

An in-depth knowledge of the Engineering Change, Work Management, Facility Change, and Procurement processes is required. Highly effective in providing site leadership on these processes across the site.
Strong Knowledge on CM standards and procedures.
In-depth knowledge of the Corrective Action Program with the ability to process complex Actual Corrective Actions and perform Cause Evaluations.
Ensures accomplishment of business goals and objectives through effective planning, organizing, estimating, scheduling and monitoring of work activities Monitors key performance indicators and works toward achieving established goals.
