The Human Services team Consultant will work on a range of projects related to helping states design and calculate optimal purchasing strategies. Government is a large purchaser of human services. Our strategic purchasing team develops payment rates across the continuum of care for various human services. We work with human services agencies to understand available services and program goals and develop program rates that support desired outcomes. We also help agencies to identify federal funding support and calculate reimbursement rates.This role will focus on strategic purchasing projects (including cost reporting and rate setting projects); however, duties will include supporting and managing projects with quantitative and qualitative analysis, program design and documentation, writing a range of documents (e.g., client reports, PowerPoint presentations, project plans, policies and procedures, and proposals), and communicating with a wide range of audiences, both clients and internal to PCG. The consultant will work in a deadline-oriented, fast-paced environment, and will need to be able to work effectively both in teams and independently.While the consultant will focus primarily on managing child and family services projects, the candidate, will also gain experience across a range of human services projects (e.g., aging and disability, behavioral health, childcare, child welfare and early education/intervention) while refining sophisticated consulting skills and abilities designed to position them for broader and deeper roles. The ideal candidate excels in the collection of cost data and other information from providers, as well as the analysis and manipulation of large datasets. The consultant should have a passion for doing high-quality work, continuously learning and improving, effectively analyzing cost data, consistently developing data and rate calculation methodologies, and regularly exceeding clients' expectations.Responsibilities· Leading project components and assisting PCG Human Services team members and staff in completing various tasks and projects primarily related to PCG’s rate setting and payment reform initiatives, including for federal entitlement programs including Medicaid and Title IV-E· Conducting financial and data analysis using Excel, Access and/or SQL including reviews of financial cost reports and time study data· Serving as primary contact for PCG’s time study help lines and email accounts· Understanding and evaluating current rate setting methodologies· Evaluating rate structure for specific programs and making recommendations for improvements· Analyzing and interpreting federal and state laws and regulations· Understanding program requirements and associated costs· Participating in both internal and client discussions· Researching complex topics using a range of sources· Preparing other written reports and materials for managers and clients (e.g., deliverables, policy summaries, status reports and invoices)· Ability to travel approximately 25-50%· Ability to work additional hours as neededQualificationsRequired Skills Self-starter who is able to take initiative with enthusiasm· Organized, accurate and detail-oriented with self-initiated problem-solving skills· You value diversity and take pride in working on a team that brings together diversity of thoughts, perspectives and expressions· Ability to work both independently and in a team environment· Able to meet tight deadlines and prioritize a varied workload in a fast paced, unpredictable, and demanding environment· Ability to learn and take over a process, as well as document procedures· Adept at understanding specific tasks and projects in a broad, “big picture” contextStrong Microsoft Office applications skills, especially MS Excel and MS Access skills required, other database and analysis tools such as SQL and Tableau are also helpful· Strong analytical, interpersonal, organizational, research, presentation, time management and problem-solving skills· Strong verbal and written communication skills, particularly the ability to communicate technically complex developments, issues, and analyses in easy-to-understand and actionable ways· Ability to use sound judgment in completing tasks and to seek guidance when needed· Commitment to exceptional client service· Dedication to accomplishing goals and challenges presented by clients and managementRequired Experience 7-10+ years of relevant work experience with government and/or nonprofit finance office, accounting firm, consulting firm, Medicaid or other policy office· Bachelor’s degree required, master’s or other graduate degree preferred, preferably with majors or concentrations in public administration, finance, accounting, business management, or another relevant field of study· Experience in financial analysis and rate calculations that rely on sound principles in accounting and statisticsThis consultant vacancy is a remote position.
