Summary About the Position: Serves as the primary technical advisor to the Capabilities Development and Integration Directorate (CDID) Director on all aspects of the development, assessment, and management of CDID programs and resource requirements. Position will be hired at the DE-03 CAT II level which covers GS-13 Step 1 to GS-14 Step10. Responsibilities Facilitates the organization’s day-to-day operations activities, including managing taskings assigned to the Capabilities Development and Integration Directorate (CDID). Analyzes overall CDID operations, procedures, and organizational structure to make technical recommendations on functional and organizational changes. Develops, monitors, and manages the CDID fiscal and personnel resource plans, supply, security, and information technology programs. Collaborates with other leaders to negotiate, decide on, and/or coordinate work-related changes affecting CDID subordinate divisions. Provides senior counsel and information papers to the Director on all aspects of CDID program integration, synchronization, and funding. Attends IPRs and decision briefs conducted for the Director, CDID to document issues, concerns, and taskings. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. SPECIALIZED EXPERIENCE: Your resume must clearly describe at least one year of specialized experience equivalent to the DE-02 or GS-11 level or higher in the Federal service which includes: 1) managing and directing mission support operations and management programs to support the organization's short and long term mission objectives. 2) developing, integrating and coordinating human resources, manpower, budgeting, information technology, security and logistical support programs and 3) developing business practices, procedures, and strategic plans for mission support requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-02/GS-11). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Manages and Organizes Information Planning and Evaluating Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three year probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
