This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Is located in the qualifications section. Responsibilities Maintain constant watch over assigned area and equipment, checking continually for operating hazards, malfunctioning or defective equipment or track obstructions. Perform individual switching, signaling, flagging, coupling, uncoupling, and brake setting in the movement of locomotives, trains, and train cars under a variety of size, load, weather and track conditions. Dispatch locomotives and control movement of railroad freight cars by issuing written and verbal switching, train, and individual car movement orders to crews. Gives, passes, and responds to signals and instructions in both routine and emergency situations. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Braker-Switcher (Forklift Operator) without more than normal supervision identifying the operating characteristics of one or more types of locomotives when pulling a variety of types and sizes of cars and cargo under various weather conditions, visual conditions and track conditions. I can judge braking and stopping distances for locomotives. I use proper signals or equipment, such as arms and hands, lanterns, light, or flags, and various signal coeds and proper techniques to give signals. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT Incumbent uses considerable physical agility and effort during rail operations. May be required to lift and carry items weighing up to 50 pounds. WORKING CONDITIONS Incumbent works under many adverse conditions in both good and bad weather and is frequently exposed to: (1) Loud noise (2) Fumes and odors from exhaust and creosote (3) Possible injury from slipping and falling (4) Possible injury from coupling and uncoupling devices and air brake hoses (5) Possible injury from motor vehicles or railway vehicles and from train derailment or other accidents Incumbent must wear protective clothing. Numerous safety procedures and requirements must be followed to offset some adverse conditions and avoid accidents or injury. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
