PURPOSE OF POSITION:

Serves as part of a team to provide administration, support, and maintenance necessary for the efficient and reliable operation of the City’s information systems. The Application Systems Administrator position’s primary responsibilities include but are not limited to the continuous management of the City’s software applications, researching, and assessing current software capabilities, and leading and/or assisting implementation, integration, and migration processes. Provide high level technical in-person support, training, and assistance to City staff. Application Systems Administrators work directly with IT staff, staff from other City departments, leadership, and vendors to identify and implement a variety of software solutions, both on-premises and in the cloud; collaborates with IT teammates and vendors to remedy security concerns as they arise.

Software Administration

- Provide guidance to city departments with ongoing maintenance & onboarding of City software,

both on-premises & in the cloud.

- Continually improve upon the application procurement process.

- Leads the installation, configuration, deployment, and maintenance of applications, databases,

and servers.

- Troubleshoot and resolve configuration, connectivity, security, and application functionality

problems.

- Perform routine upgrades, patching, & migrations of existing software platforms.

- Assist City departments with utilization of new and existing features and functionality.

- Assist City departments with training of new staff on various City applications and systems.

- Identify application & database enhancements to improve process efficiencies, system

performance, & reporting capabilities.

- Maintains data integrity and application security for applications and systems.

- Assist IT Manager in identifying hardware capacity and replacement needs to ensure platforms for software function properly

Cybersecurity & Privacy

Manage secure access to applications and data & fulfil regulatory compliance and cybersecurity standards requirements.

Ability to identify cybersecurity issues and proactively improve security posture in a continuously changing environment.

Analyze security and privacy risks & take security-minded approach to decision making.

Monitor and respond to logs & alerts of various security platforms.

Install patches & make changes to mitigate cybersecurity vulnerabilities.

Use current cybersecurity & privacy best practices.

Information Technology Team

Work in a team-oriented environment and act as back-up in absence of other IT team members.

Prepare, update, and maintain technical documentation of processes and procedures and records of service provided.

Perform necessary support activities outside scheduled work hours to minimize computer, system, and network outages during critical periods.

Assist staff with various A/V solutions, sometimes outside scheduled work hours.

Share on-call duties with other team members to provide general and technical support for our customers that operate on a 24x7 schedule.

Maintain professional networks and attend training sessions and conferences as necessary to advance skills and keep abreast of issues and practices in all areas of responsibility.

Participate as needed with incoming IT Support requests.

Track and monitor assigned work using help desk software.

Other:

Operates a motor vehicle regularly to attend meetings, trainings, equipment maintenance, and other situations when necessary.

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements:

High school diploma, or GED equivalent, required.

Associate degree from an accredited college or university with major course work in Computer Science or related field and four (4) years verifiable work experience in a similar job position; or any equivalent combination of education and experience which demonstrates the ability to perform the described duties.

Level 4 CJIS certification, required within first sixty (60) days of employment.

Knowledge, Skills, & Abilities

Principles and practices of technology management, application and infrastructure development, project planning, and systems integration in a Windows environment.

Knowledge of application and database server architecture, communication protocols, component integration, access and security standards, and IT systems administration.

Knowledge of application systems analysis and troubleshooting principles and procedures.

Knowledge of research techniques, methods, and procedures.

Knowledge of project planning and project management principles.

Database performance tuning techniques, and backup and recovery procedures.

Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.

Installing, maintaining, modifying, and upgrading software applications; and identifying and resolving computer system operational and security problems

Assessing customer support needs and developing & implementing effective solutions.

Analyzing equipment and system malfunctions and troubleshooting computers & software applications.

Ability to problem solve and think critically.

Ability to translate technical information into an easy-to-use format for both technical and non-technical end users.

Ability to communicate effectively, both verbally and in writing.

Ability to work effectively with a wide variety of people, including City staff, City leadership, vendors, and contractors.

Must be organized, independent, and a self-starter.

Special Requirements/Licenses:

The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license.

Must have a safe driving record.

Desirable Requirements:

For desirable requirements to be considered, one must have met the mandatory requirements noted above:

Experience in a government setting; knowledge of state and federal laws governing public information and privacy.

Experience with government specific software systems (SCADA, ArcGIS, SQL-based Utility Billing, AMR, etc.).

Extensive experience in project management with enterprise-wide software solutions.

Demonstratable experience with project management of software/hardware migration and implementation.

Experience managing the enforcement of regulatory compliance (i.e.: CJIS, PCI, HIPAA, GDPR, etc.) and/or cybersecurity framework standards (i.e.: NIST, ISO, SOC2, NERC-CIP, etc.)

Possession of PMP, CAPM, CSM, CPMP, or similar project management certification.

Possession of CBAP, PMI-PBA, or similar software business analyst certification.

SUPERVISION RECEIVED:

Work is performed under the general direction of the IT Manager who holds the employee accountable for work performed.
