PURPOSE OF POSITION:
Assists with the management of daily operations, maintenance, and regulatory compliance programs of the City of Redmond Wastewater Division. Under the general direction of the Wastewater Division Manager, plans, organizes, coordinates, and performs the operation and maintenance activities relative to the City’s wastewater collection and stormwater systems. Supports and assists with the evaluation and acceptance of wastewater infrastructure and review of new development plans. In addition, supports Environmental Programs to provide technical assistance to the public for treatment of stormwater, evaluation and acceptance of stormwater infrastructures and review of new development plans for grading and drainage.
JOB QUALIFICATION REQUIREMENTS:
Mandatory Requirements:
High school diploma or GED equivalent; college/university degree in applied or technical sciences ; wastewater technology, environmental science, biology, chemistry, operations management, or closely related field; five (5) years of verifiable experience in wastewater collection and/or storm system operation and maintenance; with at least two (2) years of that experience in a journeyman or lead level capacity; or any equivalent combination of education and experience which demonstrates the ability to perform the above duties may be considered.
Necessary Knowledge, Skills, & Abilities:
This position requires knowledge and understanding of codes, regulations, procedures and methods and the ability to apply this knowledge with limited supervision. This position requires the ability to develop recommendations from collected data and to make and implement adjustments to programs, have the ability to work with little supervision, exercise independent judgment, and provide effective leadership and coordination in developing solutions, recommending new techniques, and supervising City procedures.
Ability to research, organize and coordinate programs for the Wastewater Division; establish and maintain effective working relationships with Wastewater staff and Public Works Director, other employees, public citizens, and officials.
Knowledge of operational and administrative procedures within a public works department/wastewater division. Knowledge of Federal and State water quality and safety regulations.
Technical knowledge of wastewater collection and stormwater conveyance.
Ability to use computer software programs including word processing, data bases, and spreadsheets.
Ability to work independently, identify and design new programs, adapt to changing priorities and work focus as needed.
Ability to coordinate and implement program requirements. Ability to learn and interpret City, State, and Federal policies and procedures. Effective communication skills with the ability to prepare, organize and professionally present ideas and recommendations in an appropriate oral or written format.
Creative and innovative thinking skills. Ability to work in a goal-oriented team environment both as a leader and team member.
Good communication, interpersonal, technical writing, and organizational skills. Ability to set goals, plan, establish procedures, and anticipate and implement changes as needed, within clearly established program boundaries and delegation of authority.
Special Requirements / Licenses:
The position requires employees to operate a motor vehicle in the course of their position. Possession of, or must obtain within thirty (30) days from date of hire, a valid Oregon driver’s license.
Possession of or ability to obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment, and a safe driving record.
Possession of, or ability to obtain upon date of hire, an Oregon Department of Environmental Quality (DEQ) Wastewater Collection Operator III Certificate
Possession of, or ability to obtain, any certifications or licenses required by City, State or Federal agencies to work in the position assigned.
Desirable Requirements:
For desirable requirements to be considered, one must have met the minimum requirements noted above:
Eight (8) years of experience in collection and stormwater systems operations and maintenance, with emphasis on experience at a Class III or higher collection system.
Two (2) years of supervisory experience in collection and/or stormwater system operations and maintenance, fiscal and personnel management, Federal, State, and local laws, rules, and regulations pertaining to functional area of responsibility.
Possession of State of Oregon Wastewater Collection Operator IV Certificate or equivalent.
Possession of an Oregon DEQ Wastewater Treatment Operator II certification.
Two (2) years verifiable work experience working with Arc Map GIS (Geographical Information System) software and Microsoft Access database software.
Pipeline Assessment and Condition Program (PACP) inspector and/or trainer certification.
Experience in the use of Asset Management software.
PERSONAL PROTECTIVE EQUIPTMENT:
PPE requirements as outlined in the position specific PPE Hazard Assessment Certification.
