ESSENTIAL DUTIES AND RESPONSIBILITIES:
Exercises independent judgment to manage daily operations of the human resource department in a manner consistent with administrative direction, district policies, procedures, and district goals.
Develops, interprets and reviews district policy and procedures, within established guidelines, for staff, students, parents, and others, in a timely and accurate manner.
Represents administrators, as assigned, in communications with staff, parents, the public, and students to facilitate issue resolution, provide accurate information, and support effective program, and employee management.
Supports the oversight of the work and serves as liaison to district’s employee groups and coaches.
Establishes and maintains effective communications within human resources and the district office to ensure coordinated action, efficiency, and high morale.
Maintains, stores, and retrieves information in a timely, accurate, and efficient manner using standard and proprietary office systems, equipment, and software.
Assists with development of department goals, objectives, and systems.
Assists with staff development, staff retention, and training.
Assists with building/program communications, both oral and written, in a manner that supports effective decision-making and facilitates the completion of the work of other staff.
Processes grievances and other labor relations issues.
Researches and informs the Human Resources director and team of new BOLI laws and requirements.
Interprets employee contract, support district-wide staffing, and staff assignments throughout the year.
Assists and provides support with union contract negotiations.
Develops and maintains job descriptions and classifications.
Develops management tools for evaluation and performance development and monitor completion of evaluations in a timely manner.
Promotes team development and effective working relationships.
Conducts recruitment for all licensed and non-licensed personnel, and temporary employees; conducts new-employee orientations.
Provides other related services as assigned.
Assists with district staffing process.
Assists in evaluation of reports, decisions, and results in relation to established goals. Recommends new approaches, policies, and procedures to produce continual improvements in department efficiency and service.
Maintains Human Resource Information System records and compiles reports from database.
Acts as unemployment liaison and Employee Assistant Program liaison.

Carry out work responsibilities with strong organizational skills effectively under pressure of deadlines, difficult situations, interruptions, and new or emergency conditions.
Respect confidential information and the privacy of students, staff, and parents.
Support students and staff in the district’s career-related learning standards to encourage the development of independent work skills through career exploration and community involvement.
Develop job skills necessary to meet changes in the position.
Maintain personal appearance and hygiene appropriate to the position as defined by the district.
Meet applicable district physical ability/health and safety guidelines for the position.
