Salary Range: $30.46 - $37.97 Hourly / $63,356.80 - $78,977.60 Annually

Department/Division: Central Services / Information Services Division

Work Location: 500 E 4th Ave Eugene, OR 97401

Must reside in the state of Oregon and be able to report onsite in Eugene, OR for work as needed.

Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM with hybrid flexibility per business need

Bilingual Pay Benefit : This position qualifies for up to an additional 5% of base salary for bilingual pay. Please see “Supplemental Information” at the end of the posting for more information.

Limited Duration (LD) Opportunity – AFSCME:

Open to external applicants, and full-time, part-time, LD, R ecreation A ctivity E mployee City of Eugene employees.

This LD position could last up to 6 months per business need.

LD employees have many of the same benefits as regular AFSCME employees, with some exceptions due to the limited length of employment.

If you are currently an employee, you will not have rights back to your current LD position.

Employees hired into LD positions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below.

The salary schedule for LD employees is t he same as used for regular AFSCME employees. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.

LD employees are at-will and don’t have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.

LD employees will receive City health plan coverage for themselves only. Dependent coverage is available at full cost to the LD employee.

Acting-in-Capacity (AIC) Opportunity:

Open to full-time, part-time City of Eugene employees. Temporary and Limited Duration employees are not eligible to apply.

You must meet the minimum qualifications for the AIC position.

This AIC assignment could last up to 6 months, per business need. At the end of the assignment, you will return to your regular position.

You must receive permission from your supervisor to apply. Note: If you are on probation, it may impact supervisory approval to apply for this opportunity.

AIC pay is determined based on the applicable collective bargaining agreement or APM. Pay placement will be the minimum of your current pay so long as it is not above the max imum of the AIC salary range. If you are in a position that is at the same salary range as the AIC that you are applying for there may be no change in pay for the AIC assignment .

Examples of Duties Performed - Duties may include but are not limited to the following

Strong organizational skills to provide a variety of financial administrative support duties to help support the ISD Team.

Excellent attention to detail to manage a variety of financial tasks, vendor relationships, and complex contracts.

Strong research and program coordination skills for duties such as administrative support, program interpretation and policy compliance.

Supports critical procurement and purchasing processes including invoice and contract management

Coordinates payroll and timekeeping processes for the division

Coordinates division human resources processes including recruitments, onboarding, and related tasks

Supports the Telecom Program with purchasing and administrative support Coordinates and completes a variety of purchases on behalf of ISD

Manages all financial aspects and vendor relationships of the Multifunction Device Program, which includes multiple agreements with vendors and relationships with customers across the organization

Supports the ISD Leadership Team

Supports a variety of office tasks

Performs related and other duties as assigned.

Training: High school diploma or G.E.D. equivalent. Associate degree or college course work in the assigned area desirable. The ideal candidate will have the following Knowledge, Skills, Abilities: Knowledge of:

Business English, grammar, spelling, and punctuation; strong editing and prooing skills.

General program or operation practices and principles including applicable policies, processes, and procedures.

Effective telephone practices and protocols.

Basic math skills

Ability to:

Perform and prioritize a variety of general administrative support duties.

Evaluate issues and solve problems; discuss problems and complaints

Standard bookkeeping practices including applying public purchasing regulations and polices and financial record keeping processes

Establish and maintain complex manual and computerized filing and record-keeping systems; provide summary reports of activities as needed.

Perform complex computations; monitor a variety of financial processes in collaboration with the Finance Team.

Gather and evaluate a variety of data to develop and prepare effective reports associated with financial tracking.

Build effective working relationships with all coworkers, other departments, and agencies.

Provide effective lead direction if required, coach others.

Perform physical activities that are essential functions of the position including speaking, hearing, and lifting of supplies and boxes.
