C41: $64,896- $97,344 annually

C42: $69,955- $104,932 annually

Pay dependent on qualifications and in accordance with Oregon's Pay Equity Act.

Position Overview:

The City of Springfield is seeking to fill a Management Analyst position in the Environmental Services Division (ESD) of the Development and Public Works Department. This position performs complex analytical, financial and administrative duties in the support of the ESD and the Metropolitan Wastewater Management Commission (MWMC), which includes: preparing, monitoring and administering program budgets for the two programs; actively contributing to the development of financial plans, utility rate forecasts, cost of services fee studies, preparing technical reports, and presenting and communicating information in public meetings. Additionally, this position tracks legislative and regulatory updates related to rates and funding, stormwater and wastewater program administration and management, and related policy, as well as grant, loan, and other financial program opportunities. This position performs work for the City of Springfield’s local stormwater and wastewater programs, and for the regional MWMC program that delivers high-quality wastewater services to the Eugene-Springfield metropolitan area in partnership with Eugene, Springfield, and Lane County.

Training & Experience:

The City will consider any equivalent combination of knowledge, skills, education, and experience to meet minimum qualifications. Such a way to meet minimum qualifications could include:

Bachelor’s degree in business administration, public administration, accounting, environmental science, or related field, and;

0-2 years of experience in budget development and accounting, preferably in public or municipal/ utility budgeting and accounting (Grade C41)

3-5 years of progressively responsible experience in public or municipal/utility budgeting and accounting (Grade C42)

Preferences:

Preference may be given for prior knowledge and experience:

Advanced command of spreadsheets and knowledge of Microsoft Excel

Experience with enterprise financial software tools and databases

Basic knowledge of environmental compliance and permitting requirements

Interview:

Those candidates who meet the Excel proficiency, will be invited to interview.
