Director Human Resources
Position Summary
The experienced Director of Human Resources is responsible for developing, implementing, and overseeing HR policies and programs within a DOT and OSHA-regulated environment. This role ensures compliance with federal, state, and local labor regulations, including safety and transportation requirements, while fostering a culture of collaboration, employee development, and safety. The Director will also analyze workforce metrics, lead employee engagement and retention initiatives, and support the organization’s strategic goals by aligning HR practices with operational needs.
Essential Duties
Ensure ongoing compliance with FMCSA, DOT, OSHA, and all federal, state, and local employment laws and regulations for all fleet operations.
Develop and implement HR programs and policies focused on enhancing employee relations, performance management, diversity and inclusion, and workplace culture.
Monitor and analyze HR data, including recruitment metrics, employee engagement surveys, and turnover rates, to identify areas for improvement and implement data-driven solutions.
Oversee the onboarding and continuous development of employees, ensuring effective training programs are in place to support skill enhancement and career growth.
Lead thorough investigations of employee relations issues and grievances, conducting fact-finding, and implementing corrective actions to foster a fair and inclusive work environment.
Maintain accurate HR records, including employee files, training logs, and compliance documentation, to ensure adherence to legal and regulatory requirements.
Administer employee benefits programs, including health insurance, retirement plans, and wellness initiatives, ensuring competitive and compliant offerings.
Investigate complaints and grievances to determine appropriate actions and resolutions. Maintain records of investigations and outcomes to ensure best practices are followed.
Key Duties & Responsibilities
Promote awareness and adherence to HR policies, practices, and legal requirements throughout the organization to foster a compliant and ethical workplace.
Oversee comprehensive recruitment processes, including job postings, candidate screening, and interviewing, to attract top talent aligned with company values.
Ensure compliance with labor laws and maintain up-to-date employee handbooks and policies to reflect current regulations and best practices.
Monitor adherence to DOT, FMCSA, and state regulations to ensure operational compliance across all divisions.
Lead orientation programs, organize regular HR meetings, and effectively communicate essential HR updates to all staff, promoting a culture of transparency and engagement.
Monitor employee compliance with company policies, providing counseling and discipline as needed to maintain a respectful workplace. Keep detailed documentation of counseling sessions and performance-related actions to ensure fairness and consistency in management practices.
Perform additional duties as assigned to support operational needs and contribute to the overall success of the HR function.

Minimum Qualifications
Strong organizational and communication skills for effective coordination across departments.
Five (5) years of HR management experience, with a focus on employee relations and compliance.
In-depth knowledge of federal, state, and local labor laws and regulations.
Experience with performance management and employee development processes.
Proficiency in HR software and Microsoft Office applications, with strong computer skills.
Excellent written and verbal communication skills.
Relevant experience in Human Resources management or a related field is required; formal education may be substituted for experience.
Professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) is preferred.
Ability to pass a pre-employment drug test in compliance with company policy.
FMCSA Drug and Alcohol Reasonable Suspicion Training.
Preferred Qualifications
Bachelor’s degree in Human Resources Management, Business Administration, or a related field is preferred.
Professional HR certification (e.g., PHR, SPHR, SHRM-CP, SHRM-SCP) or other relevant related certification is preferred.
Familiarity with labor laws and regulations, including FMLA, ADA, and EEOC guidelines.
Familiarity with DOT regulations and compliance issues as they relate to HR practices.
Demonstrated experience in developing and implementing HR policies and procedures within a transportation or logistics environment.
Experience with HRIS (Human Resources Information Systems) and other employee engagement tools.
Experience with Transportation Management Systems (TMS), such as PCS Software or similar platforms.
Experience in recruitment and talent management in the transportation industry.
Proven track record of managing employee relations and conflict resolution.
Maintain an acceptable professional reputation and positive relationships with employees and stakeholders.
Experience handling HR audits and compliance checks.

Well-developed skills to manage multiple HR projects concurrently while meeting deadlines and ensuring compliance.
Exceptional attention to detail when reviewing employee records, investigating complaints, and ensuring that HR policies are meticulously followed.
Education
Bachelor’s degree in Human Resources Management, Business Administration, or a related field is required.
Relevant certifications in human resources are preferred.
Relevant experience in HR management within a regulated environment may be considered in lieu of formal education.
