1. Primary Purpose
Career Build services provided by Project Youth+ target high school students residing in Josephine, Jackson, and South Douglas Counties, who face barriers to employment. Career Build program is supported by a variety of local, state, and foundation funds. The goal of Career Build is to bring together, in strategic coordination, core programs and services including skill development, employment, and training services for youth. The outcome goals of the Career Build program include secondary education completion and successful enrollment in postsecondary education or training, or job placement.
Our Career Build Program will identify and assist youth from low income families who live with an identified barrier to employment who have the potential to graduate high school and succeed in higher education or the workforce by providing academic and career skill development, tutoring, career exploration, college preparation, family education, special opportunities, tutoring, financial counseling, work experience opportunities, and earned scholarships.
The Career Build WIOA Program Manager will report to the Project Youth+ Directors and will be responsible for the management of our Career Build WIOA Program. The Career Build Program Manager will ensure program quality and performance related to all aspects of program startup and operations by carrying out the following duties:
Duties
Manage all Career Build WIOA startup activities and ongoing operations
Lead the development and accomplishment of Career Build WIOA goals and objectives
Coordinate effective linkages with partner school districts, secondary schools, and community organizations to facilitate student recruitment and effective services
Hire, supervise and evaluate Career Build WOIA staff members
Ensure compliance with all Federal, contract, and program regulations, and the achievement of all program objectives
Collect and analyze data to monitor participant performance and evaluate progress towards Career Build program objectives
Maintain database system updates and reporting according to contract requirements
Provide outreach consultation, coaching, and site-based supervision to Career Build WIOA Coaches and GED Instructors
Develop and implement a Career Build Policies & Procedures Manual including all participant recruitment, eligibility, enrollment, and tracking processes
Provide leadership for Career Build WIOA participant marketing, recruitment, and referral process including school and community presentations, student/parent application completion support, and eligibility determination
Lead in the development and implementation of all Career Build WIOA services including academic and workforce skill development, interest/needs identification, tutoring, college preparation, career exploration, campus visits, family education/support, special activities/opportunities, and applications for college and financial aid, work experience opportunities, and business connections and relationships
Manage in-house GED program providing leadership to instructors
Lead in the development of and maintain GED testing sites
Ensure the development, completion, storing, and record-keeping related to Career Build WIOA forms and records regarding participants, project activities and services
Ensure the timely and accurate submission of required reports
Attend national and regional conferences and meetings to increase expertise regarding Career Build WIOA, career preparation, program management, innovative approaches, and effective skills for working with underrepresented students
Monitor Career Build WIOA budget, income and expenditures to guarantee the availability of funds and submit all invoices
Authorize allowable Career Build WIOA purchases and expenditures
Provide staff development opportunities to improve the quality of program services and program effectiveness
Work with Director to oversee program evaluations including the collection of process data, and the collection of academic outcome data at the end of each program year
Assist Director in writing grants, developing contracts, and coordinating fundraising to enhance services to students and participants
Complete other related duties and activities as assigned
Qualifications
Bachelor`s Degree or equivalent education and experience with emphasis in social work, psychology, education, or a related field of study
Five or more years of progressively responsible direct service and management experience in youth development, prevention, anti-poverty programs, or education, including work with community organizations and/or schools
Exceptionally strong organizational, writing, verbal, and interpersonal skills
Experience developing and managing innovative programs for underrepresented students and families
Demonstrated cultural competence working with youth and families from social, economic, ethnic, education, and cultural backgrounds
Spanish speaking/writing will be an asset
Ability to provide staff site-based supervision and direct outreach services to multiple schools
Knowledge of federal regulations pertaining to WIOA; workforce development; and effective strategies to assist underrepresented students achieve the goals of academic excellence, graduation, workforce readiness, college admission, and career development
Experience managing non-profit budgets
Ability to work a flexible schedule that includes evening, weekend, and school vacation hours, as required by the needs of the Career Build WIOA program
High level of computer skills related to word processing, spreadsheets, data management, internet, social networking, and related applications
Strong initiative, teamwork, problem solving, and interpersonal relationship skills
A valid driver’s license, a clean driving record, and a reliable vehicle
Ability to clear a background check acceptable to school district partners
Compensation
The Starting Salary range is: $68,000-$70,000 per year, plus a benefits package that includes paid vacation, holidays, medical/dental insurance coverage, sick leave, retirement match, professional development support, and transportation mileage reimbursement benefit.
