Position SummaryLincoln County is looking for a dedicated applicant to be our next Cartographic Generalist within the Assessor's Office. You will: Identify property by legal descriptions, interpret ownership transfers from information obtained daily through the County Clerk’s department as well as documents provided by the public.
Interpret chain of title, which includes research, correction of errors, and solving complex problems.
Process changes to local assessment database.
Maintain ownership records history.
Use GIS software to maintain assessor maps.
Interpret Legal Descriptions.
Data entry.
Work with the public providing information relative to property location, maps, and ownership.
Correspond with property owners by letter, email, or phone to obtain information and assist with ownership discrepancies.
Process “Certificate for Recording” documents concerning properties that may involve being exempt from taxation.
Begin process for a tax status change concerning an ownership change
Maintain information for the Cartography Annual Report.Minimum Requirements:High School Diploma / GEDTwo- Three years property title research and legal instrument work, and/or experience with mapping software.Substitution Note: Any satisfactory combination of experience and training which clearly demonstrates the ability to perform the above-described duties as determined by the County.CertificationsCertificate of Confidentiality is required ORS308.413(3)Desirable Qualifications: College course work in computer science, cartography, geography, or related field is highly desirable. Experience with Geographic Information System (GIS) software.Knowledge of:
Property tax laws, mapping systems, legal documents, legal descriptions, chain of title, assessment procedures, and record systems used for assessment.
Skill or ability to:
Interpret survey information.
Solve complex problems.
Convey information, ideas, and facts both orally and in writing to supervisors, colleagues, and individuals, inside and outside the County, using language and a format the audience will best understand.
Utilize computers and other technology to communicate in written and verbal forms (e.g., word processing, texts, emails, spreadsheets, department-specific software).
Effectively relate well with others, including supervisors, colleagues, and individuals inside and outside the County. Exhibit a professional manner in dealing with others and working to maintain constructive working relationships.

Job Conditions and Physical DemandsWORKING CONDITIONS Job Conditions: This job requires extended time of standing, stooping, bending, lifting, and carrying heavy books and records. Extensive close computer processing work.
